Compensation And Benefits

Annual salary of $46,575.00

Benefit package includes Health/Dental Insurance and paid attendance at Conferences and select trainings.

Examples of Work Performed

Assists the City Manager's Office in researching high-level current issues such as:

City of Wichita Operating Budget

City of Wichita Capital Improvement Plan

Cultural Arts Strategic Plan

Food and Beverage policy for city facilities such as Cow Town and Golf Courses.

Violence Interrupters

Attends meetings on behalf of or in conjunction with management

Attends conferences and seminars that develop skill and knowledge

Participates in developing the City budget and Capital Improvement Program

Reviews, updates, and implements operations policies and procedures

Assists in employee conflict remediation, Accident Review Board, and other employee related issues

Reports directly to the City Manager and Assistant City Manager

Meets weekly with the City Manager and Assistant City Manager regarding assignment status and workload

Requirements of Work

Applicants must have completed their coursework toward a Master of Public Administration degree (or a master’s program in a related field).

Applicants must be legally authorized to work in the United States without the need of sponsorship.

Strong analytical, communication, and problem-solving skills.

Demonstrated leadership and a passion for public service.

Commitment to the values and goals of the City of Wichita.

Knowledge obtained from academic study and/or experience of the principles and practices of Public Management.

Knowledge of the functions, practices and principles of information processing, analysis and management.

Knowledge of the principles and practices of financial and management analysis.

Ability to use a computer to access, interpret and record information, including developing spreadsheets, involving basic mathematical and statistical operations.

Ability to work with the four functions of mathematics.

Ability to research, analyze, summarize and report findings.

Ability to develop and maintain effective working relationships with associates, representatives of other organizations, and the public.

Ability to communicate clearly and effectively, both orally and in writing.

Ability to acquire and maintain a valid driver’s license.

An employee will not pose a direct threat to the health or safety of other individuals in the workplace.

Have limited local government management work experience

Be eligible to work in the United States

A current resume including education, universities attended, degree awarded and completion dates (submit online, in the attachments section).

Scanned or an electronic copy of your undergraduate and graduate transcripts (submit online, in the attachments section).

Three references with daytime phone numbers and email addresses

Management Case Study Assessment will be required for ALL non-ICMA participants.

NOTE: If you have already applied to the ICMA Local Government Management Fellowship (LGMF) program for 2026, you can complete the application, and the case study assignment is not required.

Offers of employment are contingent upon passing a pre‑employment physical, which includes drug screening, and upon satisfactory evaluation of a criminal record check.

Experience and Training PLEASE READ: Management Case Study Assessment will be required for ALL non-ICMA participants for the 2026 Bryce Mumford Management Fellowship at the City of Wichita. As part of our application process non-ICMA candidates are required to submit a case study as follows:

Case Study You are working for a City Manager, who is preparing for a Strategic Planning Session. The participating council has 7 members, and made up of two fiscally conservative members, two newly elected officials eager to please the public, one disengaged member, one consensus builder, and one long‑tenured council member reluctant to any change. In other words, a divided council with varying opinions and interests. The City Manager is interested in your opinion on issues facing the local government and the city. Your City Manager wants to bring your idea to the Strategic Planning Session. This is your moment to share and inspire your City Manager and demonstrate you can do an effective policy analysis. Write a one‑page memo, no more than 500 words, remember the divisive political climate, respond to this prompt: “What is one significant issue facing local government and how would you approach addressing this issue?”

You may attach one (1) page with graphs, tables or charts to accompany your case study if you wish; reference this and clearly identify your document and be sure your name is also on the attachment.

When you’ve completed the Case Study, please submit it to: gneira@wichita.gov by February 19, 2026. The Case Study is required to move your application forward.
