Information Technology Specialist 3, (SG-23)(NYHELPS) Item# 07130 Office of the NYS Comptroller Thomas P. DiNapoli invites applications for the Information Technology Specialist 3 position.

Base Pay Range $86,681.00/yr - $109,650.00/yr

Responsibilities

Plan, implement, and maintain Azure cloud infrastructure.

Develop and refine procedures, policies, and disaster recovery plans.

Review operational budgets, procurements, and maintenance agreements.

Demonstrate effective communication, collaboration, and proactive problem solving.

Assist team members and staff with daily activities.

Civil Service Examinations are not required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.

Required Experience

Five years of professional experience in computer‑related areas such as network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design and maintenance; information technology project management; design and development of geographic information systems or computer‑aided drafting applications; computer programming; business/systems analysis; program design; or program testing.

OR

A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher‑level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.

Competitive Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG‑23), you must have one year of permanent competitive service in an approved title for transfer allocated to an SG‑21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S‑grades or one M‑grade.

Non‑Competitive Promotion (NCP) Qualifications You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55‑b/55‑c service as an Information Technology Specialist 2.

If the number of interested candidates who meet the promotional qualifications is three or fewer, the agency may nominate one or more candidates for a noncompetitive promotion without further examination.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency may nominate one or more candidates for a provisional promotion.

Preferred Qualifications/Knowledge, Skills, and Abilities

Demonstrated experience in Technical Writing.

Demonstrated experience in Systems Management.

Demonstrated experience with recruitment and procurement activities.

Demonstrated experience in both written and verbal communication of information to stakeholders at all levels of the organization.

Ability to identify and manage competing priorities and meet deadlines.

Ability to work collaboratively with others.

Exceptional organizational skills.

Demonstrated organizational management skills performed in a team‑oriented workplace.

Telecommuting The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so. Generally, employees new to OSC will be restricted from telecommuting for at least eight calendar weeks. After the initial restriction, employees may telecommute up to five days per pay period.
