Position Overview Project Manager (Construction Operations) – Remote
Reports to: Director of Construction Operations. Classifiction: Exempt.
The Project Manager leads the field execution of assigned federal construction projects within QGS’s Acquire–Comply–Execute lifecycle. This position owns the day‑to‑day delivery of safety, quality, cost, schedule, and compliance performance. The Project Manager collaborates closely with the Program Manager and enterprise functional teams—Safety/Quality, Finance, HR, Supply Chain, Cyber/IT, and Compliance—to deliver predictable results, drive continuous improvement, and contribute to QGS’s sustainable growth and operational excellence.
What You’ll Do
Lead project execution from inception to completion, assigning Integrated Project Teams (IPT) and conducting required meetings, reporting, and documentation.
Collaborate effectively with federal agencies, clients, internal teams, subcontractors, and partners to ensure alignment and project success.
Develop and manage baseline budgets using approved WBS and CBS, maintaining forecasts, trend logs, and variance reports; ensure DCAA‑ready documentation.
Maintain baseline schedule using Primavera P6 or MS Project, track earned value, progress, and milestone achievement, and identify critical‑path variances.
Provide Program Management with data‑driven reporting of all safety, cost, and schedule metrics; obtain approvals for all significant change orders, re‑baselines, or risk posture changes.
Maintain full compliance with FAR/DFARS, DCAA audit standards, CUI protection, ISO 9001, and required site plans (APP/JHAs, Environmental Plan, QCP).
Supervise and mentor project teams, fostering a culture of collaboration, accountability, and excellence.
Prepare and issue weekly progress reports, look‑ahead schedules, risk logs, and cost/schedule metrics through the OPS Platform (GCC High).
What You’ll Bring
Minimum 7 years managing federal construction projects ≥$5 M (DOE, DoD, NAVFAC, USACE, or similar).
Bachelor’s in Construction Management, Engineering, or related field (Master’s preferred).
PMP required within 12 months of hire; OSHA 30 required (support provided if not held); USACE/NAVFAC QC Manager preferred; additional certifications (PgMP, ITIL, Six Sigma) are a plus.
Working expertise in FAR/DFARS, DCAA requirements, NIST 800‑171, ISO 9001, and NQA‑1.
Proficiency in project management software (MS Project, Primavera, or equivalent); advanced knowledge of Microsoft Office Suite.
Proven leadership, communication, and decision‑making in a matrix environment.
Ability to obtain and maintain a federal security clearance; background check required.
Preferred Qualifications
Experience with construction contracts for DOE, DOD, DHS, GSA, or other federal agencies.
Familiarity with agile methodologies and tools for project management.
Demonstrated success in managing both small‑ and large‑scale state or federal programs.
