Department This position is within the Florida State University department of Public Safety.
Responsibilities The Public Safety Operations Center Manager is responsible for, the oversight, planning, and daily operations of the Public Safety Operations Center (PSOC). The Public Safety Operations Center Manager will serve as the FCIC Agency Coordinator and assist with ensuring departmental compliance with Florida Crime Information Center (FCIC), National Crime Information Center (NCIC), and National Law Enforcement Telecommunications System (NLETS) policies and ensure that all persons who operate FCIC and FCC terminals are certified in accordance with regulatory guidance. The Public Safety Operations Center Manager will act as the section training liaison and will oversee all aspects of the Public Safety Operations Center Training and Certification Program and test coordination through the Florida Department of Health. The Public Safety Operations Manager will also function, at times, as a Police Dispatcher if needed.
The Public Safety Operations Center Manager will perform all administrative procedures and documentation required for the effective operation of the PSOC and the coordination of departmental field activity. Formulate and implement communication procedures that supports departmental operations, develops and maintains operational protocols, and ensures that necessary staffing and equipment are in place. Supervise, evaluate and, when appropriate, disciplines members of the PSOC Section. The Public Safety Operations Center Manager will develop, review, and update section Standard Operating Procedures. Must possess and maintain a Florida 911 Public Safety Telecommunicator Certification as per F.S. 401.465. Assess workflow efficiency and recommend enhancements that support departmental priorities. The Public Safety Operations Manager develops short and long range goals for the PSOC, aligning center capabilities with the overall mission, strategic objectives, and compliance requirements of the department.
The Public Safety Operations Center Manager will act as the section training liaison and will oversee all aspects of the Training program and test coordination. The Public Safety Operations Center Manager will identify training needs, conduct and/or coordinate training for all PSOC personnel, ensure personnel adhere to continuing education credit hours requirements, and schedule and oversee 911 Public Safety Telecommunicator testing for Center Operators and Officers. The Public Safety Operations Center Manager maintains the appropriate certifications and maintains the Agency training curriculum through the Florida Department of Health 911 PST Program. The Public Safety Operations Center Manager will serve as the FCIC Agency Coordinator (FAC) and assist with ensuring departmental compliance with Florida Crime Information Center (FCIC), National Crime Information Center (NCIC), and National Law Enforcement Telecommunications System (NLETS) policies and all persons who operate FCIC and FCC terminals are certified in accordance with FCIC and FCC relevant regulatory guidance. Represents the Police Department during any audits performed by FCIC or NCIC.
Maintains radio communication with all sworn personnel and security staff. Coordinates the response of emergency services to. Monitors fire and security alarms, access control systems, and Closed-circuit Camera systems including license plate readers. Operates the FCIC/NCIC teletype terminal, and the requests for criminal information needed by police units in the field. Provides courteous, clear, and informed customer support to the members of the University Community and general public that are consistent with the departmental policy and within the normal scope of services rendered by law enforcement personnel. Activate the mass notification system when necessary to issue emergency alerts or other public safety notices, following departmental emergency communication protocols.
The Public Safety Operations Center Manager is responsible for coordinating with Information Technology staff and collaborating with University partners with regards to all monitored systems in the PSOC, i.e. fire alarms, intrusion alarms, camera systems etc. to ensure they are functioning properly and/or to coordinate their repairs, upgrades etc.
The Public Safety Operations Center Manager is responsible for managing the scheduling of PSOC personnel and ensuring adequate staffing of the PSOC. The Public Safety Operations Center Manager will review employee time sheets for accuracy, reconciling inaccuracies. The Public Safety Operations Center Manager reviews leave requests, granting or refusing requests in accordance with departmental policies and available coverage.
Perform special assignments and related duties as required.
Qualifications A high school diploma or equivalent and five years of experience. (Note: post high-school education and/or experience may substitute at a comparable rate.)
911 Public Safety Telecommunicator Certification is to be obtained within 12 months of the hire date per Florida Statute 401.465.
Must have a valid state of Florida or Georgia driver's license or the ability to obtain prior to hire.
