Job Summary The Compliance Manager assists the Senior Compliance Manager in all aspects of compliance for CHN Housing Partners, CHN Affordable Housing Services and CHN Real Estate Services. The role oversees all LIHTC, HOME, HUD, and Section 8 related matters, ensures compliance with regulatory agreements, partnership operating agreements, and reporting to funding agencies (OHFA, MSHDA, PHFA, tax credit syndicators). The Compliance Manager also maintains income qualification for applicants and tenants, conducts annual re‑certifications, and applies knowledge of Fair Housing and ADA requirements.
Base Pay Range $65,000.00/yr – $71,000.00/yr
Essential Duties and Responsibilities
Evaluate agency requirements and implement compliance procedures for all properties.
Handle confidential information with discretion and integrity.
Review applications and determine eligibility for the affordable housing program.
Manage resident re‑certifications, rent increases, and utility allowance changes.
Field incoming inquiries from site staff regarding income, asset eligibility, legal rents, and property‑specific compliance requirements.
Conduct site visits to review resident files and standardize pending and recertification files.
Consistently monitor facilities to ensure regulatory compliance.
Complete annual, quarterly, and monthly compliance reports as required.
Prepare for and attend affordable and LIHTC audits performed by state and regulatory agencies.
Perform file audits, identify errors or missing documentation, and follow up to ensure corrections.
Review new applications for completeness prior to submission.
Maintain an effective system for reporting and monitoring compliance for all properties.
Education and/or Work Experience Requirements Required Education:
High School Diploma
At least 3 years of work experience as a property manager or developer of affordable housing, including specific experience with LIHTC, HOME, Section 8 (vouchers, project‑based, HUD 202, HUD multifamily), and related laws and regulations.
Required Skills
Certification in Low Income Housing Tax Credit compliance from an accredited provider (e.g., HCCP, TCS, SCHM).
Working knowledge of LIHTC, HUD 4350 manual, Fair Housing Act, affirmative fair housing marketing, NYC Human Rights Law, NYC Rent Stabilization Law, and related compliance laws.
Excellent written and verbal communication skills.
Excellent organizational skills.
Ability to work with minimal supervision.
Team player.
Experience with OHFA, PHFA, MSHDA.
Experience with supportive housing populations (plus).
Proficiency with Microsoft Office (Excel, Word) and YARDI.
Other
Valid driver’s license, reliable transportation, valid automobile insurance.
Preferred
Associate’s or Bachelor’s degree.
Bi‑lingual (English/Spanish).
Critical Competencies High level customer service, communication skills, conflict resolution, technical skills, problem solving, teamwork, leadership, self‑motivation, team motivation, and results‑oriented.
Working Conditions and/or Physical Requirements
Ability to perform essential job functions consistent with ADA, FMLA, and other standards.
