Position Summary The Manager of Compliance Operations is responsible for managing the day‑to‑day operations of the compliance department, ensuring consistent and efficient workflow across the Cleveland, Lorain, Detroit, and Pennsylvania portfolios. The role oversees and monitors the workload among compliance staff, including managers, specialists, and assistants, to maintain equitable productivity and timely file turnaround. The manager ensures all new move‑ins, recertifications, and interim certifications are processed and approved within required agency deadlines, reviews and monitors HUD billing cycles to ensure reconciliation between property management and compliance teams, and maintains oversight of recertification schedules and monthly compliance tracking to meet all regulatory timelines and performance standards.

Core Responsibilities

Manage day-to-day operations of the compliance department, ensuring consistent workflow across Ohio, Michigan, and Pennsylvania portfolios.

Assign and monitor workload among compliance staff (managers, specialists, assistants) to maintain equitable productivity and turnaround timelines.

Ensure all new move‑ins, recertifications, and interim certifications are processed and approved within required agency deadlines.

Review and monitor HUD billing cycles and ensure reconciliation between property management and compliance teams.

Maintain oversight of recertification schedules and monthly compliance trackers.

Oversee compliance tracking systems (Yardi, Devco, PHFA, MSHDA portals).

Prepare for and attend Affordable and LIHTC audits performed by state and regulatory agencies in Ohio, Pittsburgh, and Michigan.

Serve as the system administrator for Yardi, RentCafe, Devco, PHFA, and MSHDA compliance portals; troubleshoot system issues and coordinate with IT or software vendors to maintain functionality and data integrity.

Develop and maintain standardized templates, dashboards, and reports for compliance productivity and accuracy; implement and update audit logs across all portfolios.

Conduct random internal file audits monthly to assess accuracy and completeness of LIHTC and HUD files before external review; create and implement quality control checklists for all compliance managers and specialists.

Assist in creating and maintaining dashboards and reports for compliance timeliness, recert status, and error rates; monitor deadlines for Annual Owner Certifications, utility allowance updates, and tenant event submissions; coordinate with the Senior Compliance Manager to verify that all final files meet LIHTC/HUD/Agency requirements.

Prepare monthly compliance performance reports for the Director of Compliance and Property Management; maintain dashboards summarizing file submission timeliness, audit findings, and recert completion rates; analyze patterns in agency findings or file errors and propose process improvements; track audit response timelines and ensure corrective actions are complete by assigned team members.

Support the Director in updating policies, Tenant Selection Plan (TSP), and standard operating procedures (SOPs) in response to regulatory changes such as HOTMA, VAWA, NSPIRE; develop training materials and lead onboarding for compliance staff and property management teams; provide ongoing refresher training on income calculations, student rules, asset verification, and third‑party documentation standards; coordinate with external partners (syndicators, housing agencies) to ensure staff are aligned with new regulations; coordinate yearly Fair Housing Training for all staff in each state.

Serve as point of contact for all internal and external audit requests; maintain tracking logs for agency monitoring, investor reviews, and syndicator audits; support the Director and Senior Compliance Manager in preparing pre‑audit file reviews and responses; compile audit response packets, including file correction documentation and updated certifications.

Education and Work Experience Requirements

Bachelor’s degree in Business Administration, Public Administration, Real Estate, Finance, Housing Administration, Nonprofit Management, or a related field.

Minimum of 5–7 years of progressive experience in affordable housing compliance, property management, or asset management.

At least 3 years of supervisory or operations management experience within a LIHTC, HUD, or multi‑layered compliance environment.

Certifications highly preferred: HCCP (Housing Credit Certified Professional), COS (Certified Occupancy Specialist), TAH/STAR (Tax Credit Specialist or equivalent), BOS (Blended Occupancy Specialist), CHAM or Certified Compliance Professional (CCP) designation.

Additional Requirements

Strong understanding of federal and state affordable housing regulations (LIHTC, HUD 4350.3, HOME, PBV, and MSHDA/PHFA/OHFA compliance requirements).

Demonstrated experience managing large, multi‑site compliance teams and workflows.

Advanced proficiency in Yardi Voyager, RentCafé, Devco, and other compliance software systems.

Proven ability to interpret and apply complex regulations, prepare for audits, and implement process improvements.

Excellent analytical, organizational, and communication skills.
