Non-IT Contract Analyst – Associate Governmental Program Analyst Salary: $6,031.00 – $7,547.00 per month. New to State candidates will receive the minimum salary of the classification or the minimum of the alternate range when applicable. Final Filing Date: 12/30/2025 Application Methods:

Under the direction of a Staff Services Manager in the Division of Procurement and Contracts, the employee performs full‑journey analytical duties, ensuring ethical practices, best value for the State, and a commitment to quality service that is accurate, timely, and exceeds customer expectations. The role involves interpreting and applying state contract and procurement regulations, conducting analyses, preparing reports, and supporting decision‑making for governmental programs. Working Conditions

This is a limited‑term position, which may be extended up to 24 months or become permanent. The position may be eligible for telework at the discretion of the Department. Business travel and commute to the headquartered location may be required. All associated commute expenses are the responsibility of the employee. Minimum Requirements

Please describe in detail your experience with research, writing, and analytical skills. Desirable Qualifications

In addition to the minimum qualifications, the following factors will be considered competitively: Knowledge of public and business administration principles, budgeting, analysis, and procurement processes. Familiarity with California Government Code, Public Contract Code, State Contract Manual, and related regulations. Strong analytical and interpersonal skills; ability to recommend effective actions and prepare presentations. Competency with personal computers and aptitude for learning new software; 75% keyboard use. Excellent judgment and ability to maintain cooperative working relationships with managers, employees, and contractors. Application Instructions
