Minimum Experience / Education High school diploma or equivalent and four years of experience in applicable utility operations, including one year in a supervisory role. Must have required certification(s).
Preferred Years of Experience, Skills, Training, Education
Education and Experience : Associate’s degree in mechanical engineering, industrial maintenance, power plant technology, or related field; bachelor’s degree preferred. Five (5) years of experience in high‑pressure steam plant operations, including at least three (3) years in a supervisory or lead role.
Technical Knowledge and Skills : Proven knowledge of water‑tube boiler systems, condensate return systems, deaerators, and feedwater pumps; ability to interpret technical drawings, piping schematics, and equipment manuals; proficiency with CMMS for tracking work orders and preventive maintenance.
Energy Efficiency and Regulatory Knowledge : Documented experience implementing energy efficiency measures such as boiler tuning and stack heat recovery; familiarity with state and federal boiler safety regulations and environmental compliance.
Leadership and Communication : Strong leadership, communication, and organizational skills with experience managing 24/7 shift‑based operations and achieving measurable outcomes.
Troubleshooting and Development Commitment : Hands‑on experience troubleshooting control systems and integrating automation technologies (e.g., SCADA or PLC); evidence of commitment to staff development through training or process improvements.
Position Overview Manages the operation, maintenance, and repair of three high‑pressure steam boilers (80 psi each) for the T.E. Neal Heating Plant, which provides and distributes steam throughout NC A&T campus. Operates by an 8–10 person staff on two 12‑hour shifts, 24 h a day, 365 days a year.
Primary Function of Organizational Unit The T.E. Neal Heating Plant maintains steam flow and pressure through high‑pressure distribution lines to reduction stations within mechanical equipment rooms and throughout facilities for hot water, food preparation, heating, and sanitation.
Work Hours & Environment 12‑hour shifts, 3–4 days per week: 6 am–6 pm or 6 pm–6 am. On‑site only.
Key Responsibilities and Related Competencies Operations Management
Ensure proper operation of boilers to meet steam demand, perform corrective maintenance on electronic controls, run routine tests, and make adjustments to maintain limits.
Coordinate multi‑trade work, oversee outside contractors, and direct all corrective maintenance actions.
Orchestrate annual pressure‑vessel inspections per state law.
Conduct daily water testing, prepare chemical mixtures, procure secondary fuel, and maintain inventory of repair supplies.
Adjust and repair condensate, blowdown, heat recovery, preheat, and pumping systems; administer steam‑trap maintenance program.
Develop and maintain preventive‑maintenance program, update CMMS database, and recommend program improvements.
Safety and Health Compliance
Lead all aspects of the safety program; ensure safe work behaviors for employees and contractors.
Train staff on safety, confined‑space, lockout/tagout, and emergency procedures; enforce observer presence during manhole work.
Schedule safety awareness classes and annual auditory tests.
Investigate accidents to prevent recurrence.
Managing Work and Performance
Recruit, interview, select, and orient staff; ensure a productive, diversified workforce.
Provide training for professional growth and safety; manage workload, overtime, and performance evaluations.
Participate in hiring decisions and recommend dismissals; maintain training standards and supervised practice.
Financial Administration – Budget
Prepare budgets with the Physical Plant Director; monitor expenditures and develop estimates for projects.
Manage budgets from estimate to completion; adjust as necessary.
Maintain records, file documents, and prepare daily, monthly, and annual reports.
