Brief Job Description Starting Market Rate Salary $56,535.00. Under the supervision of the Program Manager, the Generalist Surveyor participates as a team member or team coordinator conducting inspections, surveys, and investigations in Long Term Care facilities to determine compliance with state and federal laws, regulations, and rules. The role requires writing detailed reports, performing on‑call duties, and traveling across the state.

Essential Job Functions (EJFs)

Conduct certification surveys, licensure inspections, or investigations in facilities to determine compliance with federal and state regulations.

Prepare inspection/survey reports listing deficiencies and recommending remedies.

Visit facilities to verify correction of previously cited regulatory violations.

Conduct exit conferences with facility staff regarding findings.

Communicate on a complex level with others to provide, exchange, or verify information, answer inquiries, address issues, or resolve problems or complaints.

Testify at hearings or in court proceedings to provide information regarding policy/procedures, history, findings, or activities.

Perform quality assurance reviews of documents prepared by others.

Complete referrals for conduct as appropriate.

Assist with non‑skilled care and oversight to residents in a facility in emergency licensure action.

Be available for on‑call duties for emergencies such as weather events or high‑priority situations at facilities or providers.

Registrations, Licensure Requirements, or Certifications

Must successfully obtain Surveyor Minimum Qualification (SMQT) within the first year of employment.

Applicant may be a licensed nurse (LVN or RN), Social Worker (LMSW, LCSW), Registered Dietician with a valid state‑issued license.

Licensed Vocational Nurses must be licensed by the State of Texas (or a state that recognizes reciprocity through the Nurse Licensure Compact).

Initial Screening Criteria A bachelor’s degree from an accredited college or university in a human service field (e.g., sociology, education, social work, psychology, rehabilitation, counseling, humanities, allied health, behavioral science, early childhood intervention, or medical administration). A combination of work experience and education may substitute for a bachelor’s degree on a year‑by‑year basis for up to four years.

Experience Preferred

Experience in quality assurance/compliance and oversight/auditing.

Experience conducting investigations related to quality outcomes.

Additional Information Flexibility in work hours is required. The job requires 80% travel, including statewide travel, overnight, and weekend travel. On‑call duties for emergencies or high‑priority situations may be required. Must have reliable transportation. The position is able to work a compressed workweek of four 10‑hour days. All applicants must pass a fingerprint criminal background check. If offered and accepted, the employee will not continue employment at any HHSC regulated facilities or providers and must disclose potential conflicts of interest, secondary employment, volunteer activities, and friends/family who operate or work at regulated providers. Active or former licensed nursing facility administrator, certified nurse aide, or medication aide candidates will be on hold until professional licensing and Employee Misconduct Registry checks are completed.
