Assistant Highway Patrol Foreman – District 1

Job Summary Assist the Highway Patrol Foreman in supervising and coordinating crews and contractors that perform highway maintenance activities 24/7/365 in all seasons and weather conditions.
Ensure work meets regulatory, safety, and environmental requirements and complies with departmental policies.
Minimum Qualifications
Three years of post‑high school education and experience in civil technology, public works, highway maintenance, or general construction work.
At least one year of experience performing all phases of highway maintenance work.
Valid Commercial Driver’s License, Class B (CDL‑B) with appropriate endorsements.
Motor Vehicle Record that meets the hiring agency’s minimum standards.
Negative result on a pre‑employment urinalysis drug screen as required by federal and DOT regulations.
Ability to lift or carry materials up to 50 lbs. intermittently.
Reliable telephone or acceptable means of communication and 24‑hour availability for call‑outs.
Physical ability to perform heavy labor tasks, including operating commercial trucks (>26,001 GVW), tractors, loaders, and backhoes.
Preferred Qualifications
Associate’s degree in civil technology or public works administration, or two years of college with a minimum of six semester hours in civil technology or public works administration.
Prior experience in highway maintenance, especially within a highway patrol or public works setting.
Current training or certification related to highway maintenance operations.
Other Requirements
Obtain a Commercial Driver’s License medical card (unless already employed by the State of New Hampshire).
Maintain a clean Motor Vehicle Record in accordance with agency standards.
Adhere to all risk management, safety, and environmental standards and regulations.
Perform tasks under adverse conditions, including high‑speed traffic, hazardous materials, inclement weather, and disaster situations.
After‑Hire Requirements
Training and oversight of trainees by a fully qualified individual.
Meet all minimum qualifications within one year from hire date when in trainee status.
Responsibilities
Assist in hiring and training patrol crews, mechanized equipment operators, and entry‑level personnel.
Inspect tasks to ensure quality, timely completion, proper resource use, and adherence to safety and environmental guidelines.
Notify the Highway Patrol Foreman of any issues or concerns; foster respectful and harmonious working relationships among crew members.
Manage schedules, staffing, and job assignments to assure efficient coverage of operations.
Maintain section and personnel records, including time/attendance, required data, and documentation for staffing and operational needs.
Supervise patrol crews in the absence of a Foreman to provide continuity of operations.
Perform tasks involving heavy physical labor: drainage construction, building and equipment maintenance/repair, and general road maintenance.
Operate commercial trucks, tractors, loaders, and backhoes as required.
Respond immediately to winter maintenance and other traffic emergency activities on a 24‑hour basis throughout the year.
Observe environmental and road conditions to determine appropriate actions for plowing or road maintenance interventions.
Monitor the rate of application of highway materials and substances and provide direction to crews to meet departmental policies.
Record, track, and input data on materials/supplies for cost accounts, bookkeeping, and reporting.
Meet with local officials, abutters, and contractors regarding access and utility permits.
Ensure all work is performed in full conformance with risk management, safety, and environmental standards, regulations, and administrative orders.
