Caltrans District 3 – San Luis Obispo County, California
Job Description Under the direction of the Senior Transportation Engineer, the employee is responsible for preparing and/or reviewing Traffic Operations Analysis Reports (TOAR) and Intersection Safety and Operational Assessment Process (ISOAP) on a district‑wide basis. Duties include preparing and reviewing traffic engineering studies to aid in the development of capital outlay support projects, identifying potential safety and/or operational deficiencies on the state highway system, and performing site evaluations. The employee will be required to travel on a district‑wide basis and attend public meetings and hearings to explain decision making, methodology, and policy practices regarding the principles of traffic engineering. The employee should have knowledge of the Highway Capacity Manual (HCM), the Caltrans Highway Design Manual (HDM), and the California Manual on Uniform Traffic Control Devices (CA MUTCD). The employee must be proficient with traffic analysis software tools such as Highway Capacity Software (HCS), Synchro, SimTraffic, and SIDRA.

Eligibility and Special Requirements
Possession of a valid driver’s license when operating a State‑owned or leased vehicle.
Appointment to Range D requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers. For all other ranges, a PE license is not required.
Possession of Minimum Qualifications will be verified prior to interview and/or appointment. Applicants with foreign transcripts/degrees must provide an equivalency report from a recognized evaluation agency.
