It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.**Description of Work**The Assistant Fiscal Officer serves as a supervisory accountant within the DHHS Office of the Controller’s Northern Field Office. This position supports accounting operations for four state-operated healthcare facilities: Central Regional, Murdoch Center, Wright School, and Whitaker School. Responsibilities include oversight of month-end close processes, payroll support, journal entries, reconciliations, and general ledger maintenance using NCFS and associated financial systems.

This role provides key leadership in financial reporting, ensuring timely completion of Medicare/Medicaid cost reports, year-end financial statements, and compliance with applicable federal and state regulations. The position, also, supervises a team of accounting staff and coordinates with central office, auditors, and facility stakeholders to maintain financial accuracy and support departmental operations.

Key Duties Include:

- Supervise daily operations of accounts payable, accounts receivable, payroll, and reconciliations for special funds.

- Monitor staff performance; assign priorities, develop work plans, and conduct operational reviews.

- Review and enter general ledger journal entries and validate NCFS financial data.

- Manage month-end certification processes for accuracy and compliance with state requirements.

- Prepare and submit Medicare/Medicaid cost reports and supporting documentation.

- Compile statistical data to support indirect cost allocation and cost report accuracy.

- Develop and produce year-end financial statements in accordance with GAAP and OSC guidelines.

- Assist auditors with documentation and respond to internal and external financial reporting inquiries.

- Oversee patient fund accounting and monthly bank reconciliations.

- Monitor outstanding checks and assists with escheat reports in accordance with State Treasurer requirements.**Knowledge Skills and Abilities/Management Preferences**## Salary Grade Range: $50,633.00 - $88,607.00## Recruitment Range: $50,633.00 - $77,230.00*Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.**The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required.
