The Department of Health and Human Services' Medicaid and Long Term Care is looking for a curious and analytical problem solver to perform business process analysis and design support for the Strategic Initiatives team. Fulfillment of the job duties will play a vital role in helping DHHS fulfill its mission of "Helping People Live Better Lives."

Key Job Functions Will Include

Informing, reviewing, and accepting the business requirements used to determine the prioritization of development work being completed.

Providing analysis and documentation around current business rules and regulations, processes, policies, and system principles;

Proposing and mapping new business processes;

Responding to business rules and system design questions and feedback given by CMS, FNS, and other stakeholders;

Business process re-engineering;

Backlog grooming and prioritization of development based on business rules and requirements;

Determining metrics, reports, and test cases to align to the business outcomes;

Writing and conducting user acceptance test (UAT) and validation, to include: testing various scenarios from the POV of both internal and external users and documenting bugs, defects, and malfunctions;

Documenting UAT processes for systems tested and the roles and responsibilities for Nebraska Policy, Eligibility & Operations, and IS&T staff;

Connecting with business partners and contract developers to document requirements, present questions for feedback, and lead functionality demos.

Using Jira, Confluence, SharePoint, and monday.com to document stories, tasks, and traceability of work completed.

Requirements / Qualifications

Post high school coursework, training, or experience in the analysis of business processes and system requirements, and the creation of business process applications.

Prior experience in business analysis, testing of eligibility processes and procedures, and working as part of a project team.

The ideal candidate will have a thorough understanding of Medicaid eligibility policies and processes and the ability to explain those policies and processes in an understandable manner to those who have no experience working in eligibility operations.

Demonstrated track record of exceeding productivity goals while working in a fast-paced work environment.

Be curious, have strong analytical and problem-solving skills, and be willing to pursue education opportunities to fill skill or knowledge gaps.

Be skilled in conflict resolution, active communication, and change adaptation.

Ability to work with a team while also being able to self-manage the workload with urgency.

Prior experience in working with computers and software with proficiency in Microsoft Office suite.

Knowledge, Skills, & Abilities

Knowledge of Medicaid eligibility determination and DHHS processes and procedures.

Skilled in customer service, communication, breaking down complex processes in easily digestible ways, teamwork, time management, problem solving.

Ability to interact with internal and external customers, learn and apply agency practices, learn roles in Agile project management, lead conversations, organize and manage workflow, apply problem solving and critical thinking to a variety of circumstances, work with a remote team, consistently meet deadlines, work in a fast-paced environment while maintaining accuracy and efficiency.
