Department Information The Colorado Department of Military and Veterans Affairs (DMVA) has four major operational divisions: Army National Guard, Air National Guard, Civil Air Patrol, and Veterans Affairs. These divisions utilize state and federal resources to provide our communities, the State, and the nation with a ready military force for national defense and State emergency response as well as providing assistance to our Colorado Veterans.

Job Description This is a full‑time class‑III position within the state classified Human Resource Office. The incumbent will work a combination of work‑from‑home and desk‑share schedules. The role supports the Human Resources department by performing tasks related to recruitment, selection, classification, and orientation functions for classified personnel.
Responsibilities
Perform and maintain all classification and selection functions for classified personnel. Engage with candidates at all phases of recruitment and analyze position descriptions, perform justifications, FLSA status determinations, job analysis, and maintain documentation.
Design and enforce compliance with notification documentation, tracking, and justification for all classifications and maintain recruitment files per State Personnel Board rules and audit practices.
Maintain classified position files and recruitment files in a succinct, complete, and professionally competent manner. Complete RPA’s for all status changes and update position changes in the state system.
Conduct semi‑annual audits to ensure classification files are complete and accurate, and conduct annual reviews of all state positions and files older than five years to ensure relevancy.
Identify areas of retention difficulties and prepare a semi‑annual report to the Human Resource Director on high‑turnover areas, possible reasons, and recommendations.
Work with the HR team to define the department orientation program and deliver a consistent orientation. Deliver orientations to new supervisors on classified personnel management and prepare refresher orientations for existing staff.
Advising supervisors on proper recruitment methods, hiring processes, and recruitment within the State personnel system. Maintain recruitment files and demonstrate proficiency with the State’s computerized announcement system, Neogov.
Notify all proper personnel of new hires, prepare RPA, file creation, new‑hire materials, follow‑up with new hires, and update internal tracking mechanisms.
Assist with other HR priorities, surveys, cross‑training, filing, and improving internal HR systems.
Minimum Qualifications
Seven (7) years of professional level human resource experience, or a bachelor’s degree with at least three years of professional level HR experience.
Preference given to candidates who have completed professional classification, recruitment, and selection training. Copies of certification must be attached with the online application.

Substitutions Education from an accredited institution in Human Resource Management, Business Management, Public Administration, Personnel Administration, Industrial/Organizational Management, or a closely related field may substitute for the required experience on a year‑for‑year basis.
