Position Overview/Duties INTRODUCTION:

Serves as Supervisory Procurement Analyst, fully participating in the operation, management, and direction of a comprehensive contracting and acquisition program, meeting the needs of the District and serviced activities.

POSITION:

Supervisory Branch Chief/Procurement Analyst, GS-1102-13

DESCRIPTION OF ASSIGNMENT/DUTIES:

You will perform as a Supervisory Procurement Analyst responsible for business operations and procurement oversight within the Vicksburg District Contracting Division. The duties under this vacancy are the following:

Serves as a senior advisor to the Chief and other key officials, in all aspects of contracting.

Advises the Branch Chiefs in matters concerning contracting or contract administration.

Duties include procurement analysis, systems administration, and the Government Purchase Card (GPC) Program. Provides authoritative interpretations regarding policy/regulations. Manages business operations: data calls; policy and compliance; system administrator for eCommerce systems; and the Government Purchase Card (GPC) program Level IV Activity/Organization Program Coordinator (A/OPC). Conducts solicitation and contract reviews. Leads the development of Corrective Action Plans.

Provide guidance and/or direction to lower grade contract specialists on the award of various types of procurements to ensure correctness and accuracy of work.

Manage the procurement of all types of contracts which entails the full range of procurement functions.

Create new or improved processes to ensure standardization is achieved.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Applicant Qualifications Basic Requirement for 1102 series:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.)

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In Addition To Meeting The Basic Requirement Above, To Qualify For This Position You Must Also Meet the Qualification Requirement Listed Below

APPLICANT QUALIFICATIONS:

Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 level that demonstrates advanced technical leadership. Specialized experience must include most of the following:

Develop procurement or contract administration strategies or plans that incorporate all actions necessary through closeout.

Advise leaders on contract administration, progress, and conflicts.

Review the work of subordinate employees for quality and regulatory compliance.

Ensure contracting laws, higher authority directives/policies, and local guidance are implemented.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Salary includes applicable locality pay or Local Market Supplement.

This is a(n) CP-14-Contracting Career Field position.

Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget).

This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for “CONTRACTING PROFESSIONAL” certification within 36 months as of entrance on duty.

This position requires DAWIA Contracting Professional acquisition certification.

Direct deposit of pay is required.

Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
