The Texas Health and Human Services Commission (HHSC) is seeking an experienced
Project Manager
to lead complex, high-visibility initiatives that support agency leadership and mission‑critical operations. This role requires a steady hand, sharp judgment, and the kind of organizational discipline that keeps large programs from drifting into chaos.
Role Overview As a Project Manager, you will plan, budget, oversee, and document multiple related initiatives while leading special projects assigned by agency leadership. You’ll operate with limited direction and wide latitude—because seasoned professionals don’t need hand‑holding, just clear goals and accountability.
You’ll coordinate across stakeholders, manage dependencies, track progress, and ensure leadership always knows where things stand (no surprises, no smoke screens).
Key Responsibilities
Maintain coordination across multiple related initiatives and high-priority projects
Develop and manage project management tools, artifacts, and documentation
Track and maintain project data for critical and major initiatives
Report progress, risks, and accomplishments to executive and senior leadership
Provide recommendations to improve project management practices across the agency
Initiate, sponsor, manage, or participate in projects to maximize successful outcomes
Ensure timely resolution of issues and removal of project barriers
Facilitate meetings, workshops, and group problem-solving sessions
Develop and manage project plans, budgets, schedules, and resource requirements
Required Qualifications
PMP Certification (Required)
8+ years
of experience in project management within large, complex organizations
Proven ability to research, analyze, and synthesize complex information into concise reports
Strong experience identifying gaps in technology and operational effectiveness
Expertise in business process mapping and process improvement
Statements of Work (SOWs)
Test plans
Budgets, schedules, work plans, and cost estimates
Demonstrated ability to manage multiple projects simultaneously, including enterprise-wide implementations
Strong stakeholder management skills with excellent written and verbal communication
Ability to document risks, issues, dependencies, and contingency plans
Preferred Qualifications
7+ years
developing briefing documents, administrative reports, and PowerPoint presentations for executive audiences
5+ years
preparing and delivering weekly project status updates (written and verbal)
Experience facilitating recurring project status meetings and distributing project and budget reports
Strong judgment in summarizing and escalating issues appropriately—neither panic nor procrastination
