Job Description and Duties Under the direction of the District Permit Engineer (DPE), the Transportation Engineer (Civil) manages Encroachment Permit (EP) projects on the State Highway System (SHS).
Responsibilities include:
Reviewing projects for compliance with state regulations
Approving or denying permit proposals
Overseeing field activities and construction
Ensuring safety of highway users and permit applicants
Maintaining the quality of the State Highway System during and after permitted work
Documenting temporary uses of state highway right‑of‑way
Eligibility & Examination Candidates must review Minimum Qualifications (MQs).
If you qualify under Pattern II and require the TE Civil in‑person written hurdle exam, do
not
take the TE Civil online exam prior to passing the hurdle.

For educational requirements, contact the Human Resources Contact before taking the Training and Experience Evaluation.
Eligibility for hire may be determined by your score on the Transportation Engineer (Civil) exam.
New‑to‑state applicants must be on the state examination list.

Prerequisites and Licensure
Valid driver’s license required when operating a State vehicle.
Appointment to Range D requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers.
Other ranges do not require a PE license.
Working Conditions Incumbent works in a climate‑controlled office and may also travel to conduct field reviews.
Conditions include exposure to dirt, noise, uneven surfaces, and extreme temperatures.
Overtime may be required, and vacation days may be restricted during peak periods.
Rotation Program All permanent, full‑time Transportation Engineers (Civil) who completed probation are required to attend the Caltrans Transportation Engineer (Civil) Rotation Program, lasting 24 to 33 months.
The program includes core and elective assignments across Design, Construction, and other project delivery units with occasional long‑term travel.
Special Requirements
TE Civil in‑person exam may be required.
State examination eligibility for new‑to‑state applicants.
Minimum Qualifications verification prior to interview.
Transcript, degree, or evaluation of foreign credentials for education‑based eligibility.
