Non‑exempt (compensatory and/or overtime eligible); full‑time; 40 hours per week; Monday – Friday; 7:30 a.m. – 4:30 p.m.; full benefits.
This technical administrative position will coordinate personnel functions within the Frederick County Public Libraries. This position will serve as a liaison to County Human Resources, Risk Management, Payroll, and Procurement performing support duties in the areas of recruitment, selection & onboarding, leave requests, timesheet entry inquiries and performance management. Supervision is received from the Personnel Supervisor.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate.

RESPONSIBILITIES
In conjunction with Human Resources and FCPL Personnel Supervisor, assist with the recruitment and selection process within the NEOGOV online hiring system, to include job description review, requisition submission, administration of testing, candidate notification, pre‑employment background checks, interview scheduling, new employee orientation and training, etc.
Provide clear communication to interview candidates and coordinate with interview panels for a streamlined interview process
Maintain consistent communication with candidates selected for hire to ensure all requirements are met prior to the start date
Monitor the schedule of employee evaluations; instruct and guide supervisors on dates/process as needed
Compile and prepare data for reports
Meet with new hires to complete new hire paperwork and onboarding; process all required paperwork for new hires both electronically and manually
Key liaison with Payroll to assist in resolving personnel payroll issues; process all actions for retro payments using timekeeping system; work with the payroll office to process necessary payroll adjustments, and complete Payroll Action Requests
Prepare and process all necessary paperwork and administrative actions for new hires, transfers, promotions, terminations, and pay rate changes, county building keys, county badges, purchasing cards, Fuelman cards, parking permits, and various others
Compose and prepare correspondence, memorandums and other written work for management approval and signature
Process transactions for department transfers, addition of new employees and adjustments to timesheets; process payroll adjustments for Division
Maintain electronic personnel files and departmental memos in accordance with the Frederick County Human Resources policy, Frederick County Public Libraries policy, OSHA and HIPAA requirements
Review, analyze, and submit HR actions for new hires, departmental transfers, promotions, new hires, and terminations
Provide backup coverage for the reception desk when necessary
Liaison to the county’s divisions including Human Resources, Risk Management, IIT, and Fleet Services in regard to personnel services
Coordinate with Frederick County Public Libraries Communications department for materials to promote employment opportunities at career/job fairs
Represent Frederick County Public Libraries by attending job fairs and external events promoting FCPL job opportunities, in conjunction with Human Resources, aid in the recruitment of staff
Provide guidance and assistance to staff regarding leave benefits, including FMLA, Sick Leave Donor, and Extended Sick Leave
Assist staff with general human resources questions
Provide notary services to department employees
Enter and maintain personnel actions for upgrades, department transfers, work schedule changes, promotions, leave of absence, and terminations
Assist interns with the application for payroll process and complete Payroll Action Requests once hours have been completed, coordinate with FCPL Finance department for final payment
As needed, perform various clerical duties necessary to operation (photocopy, file, sort mail, courier to other departments, etc.)
Prepare, maintain, and distribute reports to Director’s Staff and supervisors
Perform other related work as assigned

QUALIFICATIONS
High school graduation or the equivalent
Minimum 4 years work experience in an administrative position which includes duties in the area of human resource or personnel services
Current Notary for the State of Maryland or ability to become certified within 90 days of hire
Intermediate skills in MS 365
