Health care facilities in California are licensed, regulated, inspected and/or certified by a number of public and private agencies at the state and federal levels, including the California Department of Public Health (CDPH), Center for Health Care Quality (Center) and the U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services (CMS). These agencies have separate — yet sometimes overlapping — jurisdictions. The Center is responsible for ensuring health care facilities comply with state laws and regulations. In addition, the Center cooperates with CMS to ensure that facilities accepting Medicare and Medi‑Cal (in California, Medicaid is referred to as Medi‑Cal) payments meet federal requirements. The Center also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.

Effective July 2025, California’s Personal Leave Program (PLP 2025) reduces employees’ base pay by 3% in exchange for 5 hours of leave credits monthly through June 2027. The posted salary range does not reflect this reduction.
Job Description and Duties Employees appointed to this classification shall receive a Recruitment and Retention Differential of $200 per month.
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by providing the first level of supervision to Nurse Surveyors responsible for surveying health care facilities and enforcing licensing and certification standards in accordance with State, Federal, and local laws and regulations. The Nurse Surveyor Supervisor I (NSS I) reviews all reports, surveys and correspondence prepared by field staff, and State Fire Marshalls.
The Nurse Surveyor Supervisor I (NSS I) communicates with the public and health facility operators/administrators on policy, procedures, and regulatory interpretations.
The Nurse Surveyor Supervisor I (NSS I) is responsible for working together with Program personnel to ensure quality work and performance, in order to achieve established goals and objectives and fulfill the mission of the Department.
Up to 25% travel is required.
The incumbent works under the General Supervision of the Nurse Surveyor Supervisor II (NSS II).

Telework Information This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
