Position Information The TxDOT Environmental Affairs Division (ENV) is seeking a highly motivated individual for a Data Analytics Specialist III position. In this role you will be responsible for performing advanced data analysis and data research work related to the environmental and project planning processes for delivering transportation projects. This includes metrics related to contracting, project delivery (NEPA and public involvement), and environmental (air, noise, community, hazardous materials), cultural (archeological and historical), natural (biological and water) resources. This includes conducting detailed analysis and extensive research on data and providing results in various formats; monitoring and supporting measures to ensure data quality for environmental strategic planning and performance management activities. Other responsibilities involve collecting, analyzing, organizing, and standardizing data reported for agency environmental performance/programs. he position will require working independently and leading teams to ensure clear, accurate, concise, and timely information is delivered to the management team. May serve as a lead worker and work under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Performs advanced data analysis and data research work. Work involves conducting detailed analysis and extensive research on data and providing results in various formats. Monitors and supports measures to ensure data quality for environmental strategic planning and performance management activities. Responsible for collecting, analyzing, organizing, and standardizing data reported for agency environmental performance/programs. May serve as Lead Worker. Works under minima supervision, with extensive latitude for the use of initiative and independent judgment.
Serves as a project leader.
Develops and recommends strategies for meeting agency strategic plan goals for compliance with NEPA delegation while performing on-going assessments of agency NEPA delegation performance.
May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operations coverage.
Develops and manages ECOS Data use cases for trend analysis, predictive modeling, statistical modeling, artificial intelligence, and dashboard reporting using visualizations.
Develops and implements databases, data collection systems, and data analytics for the Environmental Affairs Division.
Oversees automation of data collection and data cleansing related to environmental project and environmental program level data.
Keeps abreast of environmental policies, procedures, regulations and technology in applicable program areas.
Identifies data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data.
Performs quality assurance and serves as a subject matter expert on data integrity, extraction, and compilation.
Assists in the selection of data visualization tools, the development of standards, usage guidelines, and procedures for those tools.
Identifies potential project or program impediments, risks, and issues based on data analytics.
Consults with program analysts, program staff, and Subject Matter Experts to understand the business requirements that drive the collection and analysis data standards.
Analyses data and makes recommendations to increase productivity, efficiency and streamline operations for environmental programs.
Performs other job responsibilities as assigned.
Experience Experience: 5 years of experience in data analysis, research, compilation, report writing, and design work experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Preferred Qualifications Extensive experience in working with Tableau for reports, Microsoft Visio for business process modeling/mapping and Microsoft Project to develop project schedules. Working knowledge with Python would be helpful.
Extensive understanding and working knowledge of the federal, state environmental process as it relates to transportation project development and the data these processes generate.
