About the Position This entry‑level project manager (Engineer 1G, grade G24/G27) works in the OEPM – Highways and Bridge Design division. The role supports the County’s Capital Improvement Program by applying basic engineering principles and providing engineering management. Responsibilities include developing and reviewing project resumes, coordinating A/E consultant services, directing design efforts, managing utility relocations, and ensuring projects are delivered on schedule and within budget.
Examples of Work
Oversee multiple assigned projects, ensuring compliance with permits, certifications, and regulatory requirements.
Develop and evaluate project concepts using CAD (Bentley Systems MicroStation, Open Roads Designer) and GIS (Esri ArcGIS Pro) applications.
Manage projects through all phases, from scope development to construction advertisement.
Review consultant progress schedules monthly and process them within five working days.
Issue consultant delinquency notices immediately when schedule slippage occurs.
Conduct weekly verbal check‑ins with consultant project managers to track status.
Continuously monitor consultant performance in accordance with County guidelines.
Initiate coordination meetings, correspondence, or follow‑up actions upon receiving or anticipating clarification requests.
Schedule and conduct project initiation meetings within five working days of Notice to Proceed, including all affected agencies.
Develop detailed CIP project scopes, resumes, and schedules for large and complex projects.
Research assigned projects and coordinate with internal and external stakeholders to gather required background information.
Maintain awareness of related transportation projects, development activity, and agency coordination needs.
Monitor potential conflicts with other projects and initiate coordination to resolve issues.
Maintain working knowledge of County transportation and trail master plans.
Track other outside federal, state, local government, private development, utility, and DPW&T projects that may impact assigned work.
Review, evaluate, and develop technical submittals for complex road and bridge projects utilizing CAD and Adobe Acrobat Pro.
Conduct detailed technical assessments to ensure feasibility, practicality, and completeness of designs.
Identify applicable design standards for consultants prior to project initiation meetings.
Perform thorough reviews to identify non‑compliant design elements and unacceptable practices.
Minimum Qualifications
Bachelor's degree from an accredited college or university in an engineering or related scientific field (e.g., civil, environmental, transportation, architectural, mechanical, fire protection, agricultural, agronomy, chemical, industrial, construction).
Possess and maintain a valid driver's license.
A Professional Engineer (PE) license may be substituted for the degree.
Preferred Qualifications
Engineer‑in‑Training Certification.
Proficiency in Computer‑Aided Design (CAD).
Proficiency in Geographic Information Systems (GIS).
