Democracy International (DI) is seeking a Project Manager

for its EU-funded activity to strengthen sustainable, in-country capacities for effective conflict management and peacebuilding in The Gambia. The goal of this project is to empower young women and men as positive agents of change for peace in their communities and in the public arena by building youth skills and assets, creating opportunities for meaningful youth engagement in policy and politics, and supporting youth and government alike to navigate a complex social, cultural, and political environment. The period of performance for the project is from January 15, 2026 to July 15, 2028.

The Project Manager will be responsible for ensuring effective program implementation, including proper financial and programmatic reporting, procurement procedures, budgeting and financial monitoring, oversight of project reporting and analysis, and monitoring and evaluation of activities in country. The Project manager will be responsible for liaising with partners in the country and region and responding to funder requests as needed.

This will be a full-time position based in Banjul and is only open to Gambian citizens.

Provide technical, administrative, and operational expertise to ensure that the program runs efficiently and effectively, with a focus on ensuring that project activities are completed on time and within budget.

Develop and maintain effective working relationships with program partners, stakeholders, and other relevant actors to ensure that project activities are well-coordinated and aligned with broader strategic objectives.

Provide technical, administrative, and operational expertise to program beneficiaries, including developing and delivering training, mentoring staff, coordinating logistics etc.

Liaise with experts providing legal advice and technical support

Maintain relationships with relevant stakeholders, including partners, other relevant civil society organizations, government bodies, and the EU.

Develop regular reports and ongoing activity monitoring consistent with the requirements of DI’s Award and with internal reporting requirements.

Develop and monitor project work plans, budgets, and deliverables.

Approve expenditures and other financial transactions in accordance with DI and EU policies and practices.

Represent DI externally at meetings, workshops, and other events.

The Program Manager is expected to provide the following deliverables:

Monthly reports covering progress, challenges, lessons learned, and next steps.

A final report covering progress, challenges, lessons learned, and collected MEL data over the life of program.

Qualifications

Bachelor’s degree from a recognized university;

At least 7 years of work experience in program management, organizational capacity building, and/or legal expertise, particularly on human rights related topics;

Minimum of 3 years of experience with similarly funded programming, with a preference for experience working with EU (or similar donors) compliance and reporting requirements as well as a thorough understanding of relevant donor regulatory environments;

Substantial experience working on civil society support and capacity building, democracy, communications and media or other topics relevant to democratic development;

Demonstrated skills in planning, oversight, conflict management, and budgeting;

Excellent communication and interpersonal skills to effectively coordinate with a wide range of stakeholders;

Experience supporting human rights efforts in The Gambia is strongly preferred.

Professional fluency in English (both spoken and written) required.
