The HR Generalist / Recruiter plays a key role in advancing Guttmacher’s mission by leading full-cycle recruitment efforts and supporting core HR generalist functions across the employee lifecycle. This role partners closely with hiring managers to attract, assess, and hire top talent while ensuring equitable, compliant, and consistent hiring practices. The position also supports onboarding, offboarding, employee engagement initiatives, and HR operations that strengthen organizational culture and retention. Responsibilities

Recruitment and Hiring: Manage full-cycle recruitment for exempt and non-exempt roles, including job intake meetings, job description development, posting strategy, screening, interviewing, reference and background checks, and offer preparation. Partner with hiring managers to clarify qualifications, screening criteria, timelines, and staffing needs. Lead recruitment efforts utilizing web-based job boards, social media, and other posting outlets; manage internet recruiting accounts and pre-employment testing services; ensure compliance with local, Federal, and State guidelines for job postings and advertisements. Conduct applicant screenings, interviews, reference checks, background checks, and other pre-employment requirements in compliance with organizational and legal standards. Coordinate and schedule interviews across virtual and in-person formats. Respond to all applicants, including declined candidates; prepare offer letters, wage notices, and employment documentation; and communicate and negotiate offers under the direction of the Director of Human Resources. Onboarding, Offboarding & Employee Support

Support onboarding and offboarding processes to ensure a smooth, compliant, and positive employee experience. Respond to employee inquiries related to HR processes, recruitment, and compensation. Assist with employee engagement and retention initiatives and recommend process improvements. Compliance and Administration

Maintain compliance with applicable federal, state, and local employment laws and regulations; support policy and process updates as needed. Support equitable hiring practices and DEI and EEO initiatives across all recruitment and staffing activities. Analyze HRIS data and reports to track hiring metrics such as time-to-fill, turnover, and vacancies. Assist with HR-related billing and invoice processing. Perform additional HR-related duties as assigned by the Director of Human Resources or HR Managers. Qualifications

Demonstrated commitment to advancing sexual and reproductive health, rights, and justice. Seven (7) years of relevant experience in Human Resources, Recruiting, or Talent Acquisition. Experience recruiting and staffing in the non-profit sector preferred. Experience with professional job boards and recruiting software such as IndeedorLinkedIn. Proficiency using an HRIS; experience with ADP Workforce Now strongly preferred. Strong organizational and project management skills; familiarity with tools such as Asana is a plus. High level of professionalism, sound judgment, attention to detail, and ability to handle confidential and sensitive information. Strong time management skills and ability to manage multiple priorities. Highly dependable and reliable. Ability to travel occasionally, including to the Washington, DC office. Salary and benefits

In accordance with the New York City Pay Transparency Law, the full salary range for this position is between $89,092 and $99,956 at the time of posting. This range is specific to the New York and DC area, but base pay may vary depending on a wide range of factors including knowledge, skills, experience, and qualifications. Internal equity considerations will be reviewed before making a final offer. The Guttmacher Institute practices a hybrid work schedule, requiring in-office attendance 8 days per month.
