Key Responsibilities

Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services for subcontracts in support of development, production and global sustainment for multiple contract types.

Prepare bid packages, conduct bidders’ conferences, develop evaluation criteria, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write subcontract packages for review, prepare awards and administer resulting subcontracts.

Negotiate and coordinate additions, deletions, or modifications to subcontracts.

Participate with contracts administration and purchasing to develop subcontract policies and procedures.

May sign supplier agreements and purchase orders within established authority.

Basic Qualifications

Bachelor’s degree from an accredited college in a, or equivalent experience / combined education.

4+ years of professional experience, with at least 2+ years in Supply Chain Management (procurement, subcontract administration, subcontract management, negotiation, proposal, and/or category management).

US Citizen and be able to obtain and maintain a US Secret clearance; support this government contract and pass a drug and background check.

Desired Skills

Master’s degree.

Business acumen.

Proficient Microsoft Office suite.

Ability to adapt to change quickly.

Experience with data analytics.

Familiarity with enterprise resource planning software.

Familiarity with subcontracting requirements, actions and supplier management.

Familiarity with Federal Acquisition Procedures and government contracting.

Excellent communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, and program and executive management.
