Responsibilities

Using the Financial Information System for California (FI$Cal), create vouchers for the most complex payments that may include purchase orders, contracts, rents, direct transfers, and settlements.

Verify invoices for accuracy, proper authority, and approvals. Make payments in accordance with the California Prompt Payment Act, State Administrative Manual, State Controller's Office (SCO), Board of Control, and all applicable rules, regulations, and departmental procedures.

Validate charges on supplier invoices against purchase orders, ensuring appropriate approvals; identify issues in goods and/or services received.

Identify payment errors or inaccuracies, notify suppliers and program staff, and follow up to ensure charges were corrected on subsequent invoices.

Ensure invoices are coded correctly; if there is one contract for multiple areas, ensure that the allocated amount for each area is not overexpend; research and reconcile variances between contract accounting records and independent payment logs; ensure that contract payment amounts reflect the latest rates; maintain and review payment and transaction histories to ensure cumulative payments do not exceed contracted authority; provide necessary documentation to SCO.

Create vouchers in FI$Cal for the Office Revolving Fund (ORF) as requested; ensure ORF is replenished timely and in accordance with State laws, rules, and regulations; communicate with area and division offices to acquire appropriate documentation for revolving fund replenishment.

Review and approve Procurement-card vouchers created through the voucher build process; monitor and correct any voucher build errors; create new petty cash and change funds and replenish them through voucher creation.

Research and provide information, assistance, necessary action and correspondence to various levels of departmental staff, suppliers, and control agencies; respond to financial information requests from Department managers via email and phone; prepare dispute notifications and stop payment requests; determine cause of overpayment and appropriate action to recoup duplicate payments; work with vendors to recover overpayments and ensure payments are coded correctly to abate funds.

Assist other accounts payable staff in resolving issues and providing guidance; assist in training new staff.

Answer accounts payable unit’s mainline phone; sort and distribute incoming mail on a rotational basis.

Using FI$Cal, create new suppliers; update current supplier information as needed (address or name changes); work with suppliers to obtain necessary information to pay the supplier.

Perform other duties within the scope of the classification as assigned.

Qualifications

Knowledge of accounting.

Excellent customer service communication skills.

Ability to maintain a workload with few errors and prioritize tasks.

Flexibility with meeting the needs of the Department.

Excellent computer skills and familiarity with Excel and Word.

Ability to work with others at all levels internally and externally.

Excellent attendance, dependability and reliability.

FI$Cal experience.

Special Requirements

The position requires a background investigation clearance prior to being hired.

Possession of Minimum Qualifications will be verified before appointment; for education qualifications, include unofficial transcripts/diploma for initial review. Original diplomas or official, sealed transcripts will be required before the start date. Applicants with foreign transcripts/degree must provide a third‑party transcript/degree credential evaluation indicating the number of units to which the foreign coursework is equivalent.
