Our offices are located within the historic SUNY System Administration headquarters in downtown Albany, New York. Though officially named the H. Carl McCall SUNY Building, it is often referred to by locals as the, "D&H Building," or affectionately, "The Castle."

The Fund offices and the adjoining employee parking garage are just steps from the Hudson River, a short walk to the Capitol Building and the Empire Plaza, and a few minutes' drive to major highways including the Northway (Interstate 87) and the New York Thruway (Interstate 90).

Job Description: The State University Construction Fund (Fund) is currently seeking a Deputy General Manager to join our team at our office in Albany, NY.

The Deputy General Manager leads, and provides strategic direction to, the multi-faceted Division of Administrative and Operational Services, which is primarily responsible for managing the day-to-day operations of the State University Construction Fund (Fund). The Deputy General Manager manages the Departments of Capital Program Management and Finance, Capital Procurement, Controller Services, Information Services, and Opportunities. The Deputy General Manager is an Officer level position of the Fund that reports directly to the Executive Deputy General Manager, collaborates closely with the Deputy General Manager for Design and Construction, and performs as a key member of the General Manager's Executive team.

Specific Duties & Responsibilities:

Oversees and provides strategic direction for all aspects of capital planning and execution of multi-year capital plans for SUNY's 34 state-operated campuses and 3 teaching hospitals, ensuring effective coordination of fiscal services to optimize capital funding.

Oversees all aspects of procurement related to design and construction services, ensuring that all rules, regulations and laws are complied with. Assists with the development of policies and procedures related to new legislation that impacts existing procurement processes.

Ensures compliance with all statutes, rules and regulations governing the Fund's MWBE and SDVOB programs, and overseeing program operations and required reporting.

Provides leadership and oversight for the Fund's Controller's Office, which produces the Fund's financial statements, manages accounting, contracts and payments, insurance, internal controls, and enterprise risk management.

Perform the duties of the Executive Deputy General Manager if the position is vacant or if the Executive Deputy General Manager is unable to perform such duties by reason of illness, disability or absence.

Collaborates closely with all Fund managers and assists the managers in achieving their goals and carrying out their responsibilities.

Provide strategic support services for the Design and Construction Units of the Fund to ensure that staff are able to manage projects in a competent, timely and cost-effective manner.

Develop and promote a team environment of collaboration and cooperation amongst all Fund units.

Interface, inform and develop strategies with State University of New York System Administration, SUNY campus officials and state officials on all matters concerning Fund operations, legislation, budgetary and policy matters.

Evaluate and improve systems and processes as required to effectively meet Fund goals and individual project requirements. Develop new processes and policies as necessary.

Provide the Executive Deputy General Manager and the General Manager with advice/guidance on issues surrounding the operation of the State University Construction Fund.

Perform other such duties as may from time to time be assigned to such officer by the Board of Trustees, the Executive Deputy General Manager or the General Manager of the Fund.

Requirements:

A bachelor's degree is required, preferably in public administration, business administration, finance, or related field.

A master's degree or higher-level equivalent is preferred.

A minimum of 10 years of progressive management and leadership experience.

Must demonstrate ability to successfully lead diverse teams.

A working knowledge of New York State laws, rules and regulations is strongly preferred, including previous experience working with the applicable New York State oversight agencies and familiarity with the New York State budget and legislative processes.

Must demonstrate strong analytical and problem-solving abilities.

Excellent oral and written communication skills.

Ability to establish and maintain effective working relationships internally and externally.

Strong computer and Microsoft Office skills are required.

Experience working in a design or construction environment is preferred.

This position does not require a NYS Civil Service examination.

Additional Information: Salary range: $156,757 - $200,000 per year, commensurate with experience and qualifications.
