Purpose of the Position This position has the key responsibility of directing the budget functions for the Department of Insurance, the Industrial Commission, and the Office of State Fire Marshal. The role manages the base and change budgets, develops program budget structure, interprets statutes and policies, prepares and assists in budget worksheets, and verifies data in the Integrated Budget Information System (IBIS). It collaborates with the Office of State Budget and Management (OSBM) and Division management on program budgeting and strategic planning, verifies budget codes, approves internal budget revisions, investigates variances, and manages procurement approvals. It also maintains account and AMU combinations in the North Carolina Financial System (NCFS), the Chart of Accounts, monitors salary and benefits budgets, and oversees lapsed salary funds. The position supervises two full‑time staff and conducts performance management.
Responsibilities
Apply knowledge of accounting, auditing, budgeting, or financial management principles to everyday tasks.
Interpret and analyze financial data and reports.
Communicate effectively in clear, concise oral and written form.
Apply knowledge of office management and organizational concepts.
Interpret complex federal and state statutes and regulations pertaining to applicable programs.
Manage professional accounting, budgeting, and clerical staff.
Knowledge, Skills, and Abilities / Management Preferences
Considerable knowledge of the principles, practices, and theories of accounting, auditing, budgeting, or financial management.
Considerable knowledge of governmental finances and institutional fund accounting.
Considerable knowledge of state governmental fiscal and budgetary processes.
Thorough knowledge of IBIS and Salary Control Systems (NCFS and FIORI).
Experience managing a professional accounting and budget staff.
Minimum Education and Experience Bachelor's degree in accounting, business, finance, or related discipline from an accredited institution and three years of progressive related experience, two of which must have been supervisory in nature. Equivalent combinations of education and experience are acceptable.
Additional Preference: Candidate internal to state government.
