Dispatch Supervisor (Hiring Incentive $4,000) Department of Transportation, Traffic Operation Control, 2302 W. Durango Street, Phoenix, AZ 85009.

Job Summary The Traffic Operations Center (TOC) Dispatch Supervisor supervises a shift of dispatchers, coordinates incident management, oversees Dynamic Message Sign (DMS) creation, and ensures quality control across operational programs. Eligible for a $4,000 hiring incentive.

Job Duties

Supervises a shift of TOC dispatchers; monitors routine incidents and leads major incidents.

Coordinates shift transportation incident management with the Division of Public Safety (DPS), local police, and other emergency response agencies.

Oversees the dispatch function for the Incident Response Unit (IRU) and ADOT rural response and other field personnel.

Monitors CCTV, DMS, Wrong-Way-Driver system, Flex Lanes, dust detection, scanners, law enforcement, electronic sensors, I-10 deck park tunnel TMS, and truck escape ramp monitors.

Schedules work days; creates shift schedule; maintains adequate coverage and staff of all dispatchers; provides on‑call coverage at any time.

Meets with dispatchers regarding annual evaluations, evaluates daily work, grants/approves leave requests and timesheets, schedules training, and conducts 1:1 coaching.

Performs quality control checks across a variety of operational programs, ensuring key performance indexes are achieved.

Knowledge, Skills & Abilities (KSAs)

Knowledge of:

State transportation system; State geography; ADOT Emergency response and incident management; ADOT policies and procedures; State and Federal transportation guidelines; TIM mobile dispatching units; Disciplinary and corrective actions; CCTV and traffic monitoring.

Skill in:

Shift scheduling, operating multiple computer applications; Proficient typing and incident report writing; Coaching and mentoring; Delegating tasks; Recognizing/analyzing emergency operational situations; Conflict resolution.

Ability to:

Multi‑task stressful traffic incidents; Problem solving; Work various schedules (including weekends and holidays) and change shifts; Provide on‑call response coverage.

Selective Preferences Driving is an essential function of the job. Employees must possess a current, valid class‑appropriate driver’s license, maintain an acceptable driving record, complete required driver training, and comply with statutory liability insurance requirements. Experience with radio dispatching, emergency incident processing, Google and Windows applications, familiarity with Arizona roadways, dispatch, law enforcement and/or emergency background, and a high school diploma/GED are preferred.

Pre‑Employment Requirements

Valid Arizona driver’s license.

Ability to obtain Terminal Operator Certification Level D (TOC D) within six weeks of hire.
