Description of Work This position serves as the Budget Officer for Central Management and Support within the Division of Budget and Analysis responsible for managing and coordinating all budgetary activities for assigned divisions. The role develops and implements budgetary policies and procedures ensures compliance with state and federal regulations and oversees the preparation and consolidation of annual and biennial budgets. It provides technical guidance and training to staff directs financial reporting processes and analyzes fiscal data to support informed decision-making. The position operates in a fast-paced environment requiring collaboration with internal leadership and external oversight agencies to maintain fiscal integrity and accountability.
Key Duties
Develop and implement budgetary policies and procedures in compliance with state and federal regulations.
Direct the preparation, review and consolidation of annual and biennial operating budgets for assigned divisions.
Analyze monthly budget and accounting reports to monitor expenditures and maintain fiscal controls.
Provide technical guidance and training to division staff on budgetary processes and financial reporting requirements.
Examine budget estimates for completeness, accuracy and adherence to established procedures and regulations.
Conduct economic forecasting and cost-benefit analyses to support budget recommendations and resource allocation decisions.
Prepare and deliver internal and external budget presentations including reports for state and federal agencies.
Review operating budgets to identify trends and recommend adjustments to meet program and policy objectives.
Compile and analyze financial data to determine funding requirements and evaluate alternative financing methods.
Collaborate with departmental leadership and oversight entities to ensure timely and accurate budget submissions and compliance.
Knowledge, Skills and Abilities / Management Preferences Applicants who possess the following skills are preferred:
Proven experience overseeing the planning, implementation and tracking of short-term projects including meeting all deliverables.
Proven experience multitasking, meeting deadlines and working independently.
Highly proficient with Microsoft Word and Excel and experience using Access and PowerPoint.
Knowledge of accepted budgetary practices including experience in interpretation and daily application of the State Budget Manual.
Ability to work collaboratively with management and staff of Department and divisions; and other partners such as the Office of State Budget and Management Program Evaluation and Fiscal Research Divisions of the State Legislature.
Salary Grade Range $67,996.00 - $132,593.00
Recruitment Range Up to $108,257.00
This Position Is Funded In Part Through Federal Funds About the Division of Budget and Analysis The Division of Budget and Analysis provides leadership and support to department and division management by (1) developing executing and modifying the Department’s operating budget; (2) researching and analyzing issues that impact the Department’s budgets, plans and programs; and (3) developing innovative solutions to challenging problems.
