Position Overview/Duties:
The Interdisciplinary Engineer, GS-0808/0810/0830/0850-14, serves as the Area Engineer and Administrative Contracting Officer (ACO) for the Albuquerque District. This position is responsible for managing all aspects of the Area Office’s engineering functions, including contract administration, quality assurance, field inspections, and ensuring that the mission goals of the District are met. The incumbent directs a geographically dispersed team, overseeing a diverse set of construction projects, including high-tech, fast-track, and research-focused projects related to hydropower, solar power, and environmental remediation. The position requires substantial technical expertise, administrative oversight, and effective coordination with a wide range of stakeholders, including contractors, local government officials, and state/federal environmental agencies.
Major Duties
Administrative and Technical Supervision (40%)
Work Planning and Organization: Leads and plans work for the Area Office and its subordinates.
Work Assignment and Review: Assigns work based on priorities and capabilities.
Administrative Authorities: Manages personnel actions, evaluates employees, and approves/disapproves awards.
Administrative Contracting Officer (ACO) Authorities (25%)
Contract Modifications: Authority to modify construction contracts for contracts up to $500,000.
Disputes and Claims: Makes final decisions for claims under the Disputes clause.
Contract Supervision: Reviews actions of field supervisors exercising ACO and ARCO assigned authorities.
Representational Role (25%)
Stakeholder Engagement: Serves as the authoritative representative for the Area Office with various external parties.
Meetings and Conferences: Leads and participates in meetings to discuss project progress and resolve disputes.
Safety (10%)
Safety Program Administration: Fully responsible for the implementation of the District’s safety program within the Area Office.
Other Conditions and Requirements This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.
Minimum Education Requirement Degree in Engineering (Civil, Mechanical, Electrical, or other related disciplines) or equivalent combination of education and experience.
Minimum Experience Requirement At least one year of specialized experience at the GS-13 level or equivalent, in a construction, engineering, or project management role. Experience must include:
Managing and overseeing complex multidisciplinary engineering projects, including hydropower, solar power, or environmental remediation.
Performing contract administration functions, including overseeing contractor performance, change orders, and claims.
Leading field inspections and ensuring adherence to safety, environmental, and technical standards.
Supervising a team of engineers and support staff, and providing leadership and guidance in project management and decision-making.
Certifications
Professional Engineering Registration is required.
Administrative Contracting Officer (ACO) Warrant (up to $500,000) or the ability to obtain one within 6 months of hire.
