USACE Organization: Northwestern Division (NWD) – Walla Walla District

Position Overview Engineering and Construction Division; Design Branch; Structural Design Section. The Walla Walla District US Army Corps of Engineers helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.

DUTIES

Serve as an Architect in the Structural Design Section.

Responsible for planning, designing, and constructing new, modified, and upgraded features of civil and military works projects.

Determine features meet all requirements stipulated in State and Federal building codes as well as USACE and industry standards.

Develop the scope of the problem and derive criteria to arrive at an optimum design when precedence has not been stipulated in any codes or standards.

Design (both preliminary and final) for features of civil works projects including flood control, hydropower, fish passage, and recreational facilities.

Design (both preliminary and final) for military works projects including office buildings, housing, storage warehouses, and specialized shops.

Review designs and working drawings prepared by engineers/architects, A/E firms, and personnel from other Districts.

Write technical specifications and draw construction documents with CAD software.

Other Conditions and Requirements This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

CONDITIONS OF EMPLOYMENT

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.

QUALIFICATIONS Who May Apply:

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

EDUCATION Minimum Education Requirement

Basic Requirements for Architect (0808):

Degree: Bachelor’s degree (or higher) in architecture or a related field that included 60 semester hours of course work in architecture or related disciplines with at least 30 semester hours in architectural design, and 6 semester hours in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

Combination of Education and Experience: College-level education, training, and/or technical experience that furnished a thorough knowledge of the arts and sciences underlying professional architecture, and a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: a.) Related Curriculum – Degree in architectural engineering provided the completed course work in architectural engineering providing knowledge, skills, and abilities substantially equivalent to those specified in statement A above; b.) Experience – 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required.

EXPERIENCE In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Minimum Experience Requirement

GS-11 Specialized Experience:

One year of specialized experience including designing buildings and architectural systems, and using CADD software. (Experience as a program/project manager is not qualifying.)

GS-12 Specialized Experience:

One year of specialized experience including designing buildings and architectural systems for new and remodeled commercial or industrial facilities, and proficiency in the use of CAD software.

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in architecture or a related field.

Combination of Education and Experience: Compute the percentage of the requirements. Add experience and graduate credit percentages. A total of at least 100% qualifies.

Salary includes applicable locality pay or Local Market Supplement. Salary Range: $73,939 - $115,213.

Management may select at any of the grade levels announced.

Non-competitive promotion potential to the target grade.

Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget).

Permanent Change of Station (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government. Subject to the provisions of the Joint Travel Regulations.
