Position Overview / Duties The Civil Engineer works under the supervision of the Section Chief and senior engineers within the Albuquerque District to support civil, military, and IIS projects. The incumbent plays a key role in the design and implementation of projects, utilizing civil engineering knowledge to resolve complex engineering challenges. The position includes responsibility for the full lifecycle of design projects from planning through final plans, including collaborating with various engineering and architectural disciplines. Additionally, the Civil Engineer provides direction and guidance to team members, conducts field reconnaissance, and participates in design quality control reviews.
Major Duties Include:
Engineering Design (65%)
Develops designs from the planning stage through final plans for civil, military, and IIS projects, including roads, parking areas, site utilities, grading, drainage, erosion control, signage, striping, retaining walls, and energy infrastructure such as solar and photovoltaic systems.
Utilizes knowledge of engineering principles and practices to design site development for energy projects like microgrids and combined heat and power plants.
Collaborates with the project team to resolve complex engineering problems and communicate solutions to stakeholders.
Prepares complete contract plans, specifications, and design analysis for civil projects of varying complexity using AutoCAD Civil 3D.
Designs and reviews pavements, drainage systems, utilities, and other components, ensuring compliance with standards such as Training Manuals, Engineering Manuals, and United Facilities Criteria (UFC).
Provides technical guidance to CADD technicians to support the development of designs and to enhance their technical skills.
Engineering Design Reviews (25%)
Assists in conducting Design Quality Control reviews of project Plans & Specifications and A-E submittals.
Ensures technical accuracy and compliance with UFC and other applicable agency codes and regulations.
Attends project review meetings and provides comments or feedback on the design’s compliance with engineering standards and requirements.
Reviews the integration of other engineering features and identifies any deviations from established design criteria.
Field Reconnaissance (10%)
Conducts pre-design site surveys to gather necessary field data for civil, military, and IIS projects.
Investigates final design documents in the field to address construction issues, resolve changed field conditions, and assess construction activities.
Prepares reports based on field investigations, providing recommendations to resolve any identified issues.
Other Duties as Assigned
Performs additional tasks and responsibilities as required by the supervisor or project needs.
Other Conditions and Requirements This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.
Minimum Education Requirement Bachelor’s degree in Civil Engineering or a closely related field from an accredited college or university. The degree must meet the OPM Qualification Standards for the 0800 series (Engineering), which typically includes coursework in design, analysis, and construction management principles, as well as related mathematics and physics.
Minimum Experience Requirement At least one year of specialized experience equivalent to the GS-10 level in federal service. Specialized experience includes:
Designing and developing civil engineering solutions for complex infrastructure projects such as roads, utilities, drainage systems, and energy systems.
Utilizing software such as AutoCAD Civil 3D for drafting and designing project components.
Reviewing and ensuring design quality control in accordance with engineering codes and standards.
Conducting site investigations and addressing design and construction issues.
Collaborating with other engineering and architectural disciplines to integrate and implement solutions.
Other Requirements
