Position Overview / Duties:
As a Civil Engineer (GS-0810-12) for the U.S. Army Corps of Engineers, Albuquerque District, you will serve as a technical lead and subject-matter expert in general civil engineering across a wide range of programs. These include Civil Works (CW), Military Construction (MILCON), Operations (OPS), Interagency & International Services (IIS), Emergency Operations, and Environmental Programs. Your role is critical in ensuring successful project delivery, from planning and design through construction and completion. You will support both in-house and contracted projects requiring engineering analysis, design, procurement support, schedule and cost management, and construction oversight. You will be responsible for leading multidisciplinary Project Delivery Teams (PDTs), coordinating with internal and external stakeholders, resolving complex technical challenges, and ensuring compliance with federal, state, and local regulations, as well as Corps of Engineers engineering design standards.
Technical Engineering Leadership (20%)
Serve as a lead engineer on complex projects with substantial civil engineering components.
Provide mentorship and technical guidance to junior engineers and technicians.
Resolve technical issues by interpreting criteria, applying engineering precedents, and developing solutions for diverse project conditions.
Review and provide quality control for the work of others.
Design Management and Contract Support (15%)
Prepare scopes of work, technical specifications, and government estimates for Architect-Engineer (A-E) contracts.
Review A-E designs and coordinate technical reviews across District disciplines and customer agencies.
Serve as Contracting Officer’s Representative (COR), supporting task order execution and contract compliance throughout the lifecycle of the contract.
Contribute to the development and administration of Indefinite Delivery Indefinite Quantity (IDIQ) and Multiple Award Task Order Contracts (MATOCs).
Project Planning, Scheduling, and Funding Coordination (10%)
Develop and monitor project schedules and funding plans.
Coordinate input from multiple technical and support teams to align project scope and financial requirements.
Maintain accurate project data in enterprise management systems and support upward reporting for Division and HQ briefings.
Stakeholder Engagement (5%)
Represent the District in meetings with federal, state, tribal, and private entities.
Present and explain project schedules, design objectives, and requirements.
Identify and address stakeholder concerns to support project success.
Engineering Design and Documentation (40%)
Perform investigations, feasibility studies, and in-house civil design work across a range of project types.
Prepare and review plans, specifications, design analyses, and technical provisions for a variety of facilities and infrastructure.
Projects may include site development, levees, dams, floodways, channels, airfields, buildings, roads, utility systems, environmental restoration, renewable energy systems, and more.
Coordinate with other engineers to produce drawings, material takeoffs, and complete contract packages.
Construction Support and Field Engineering (10%)
Support active construction by verifying conformance with design intent.
Review shop drawings, respond to Requests for Information (RFIs), and develop contract modifications as needed.
Prepare technical correspondence and ensure compliance with safety and construction standards.
Other Conditions and Requirements This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.
Minimum Education Requirement:
A Bachelor’s degree or higher in Civil Engineering from a program accredited by the Accreditation Board for Engineering and Technology (ABET) is required.
Minimum Experience Requirement:
Applicants must have at least one year of specialized experience equivalent to the GS-11 level in federal service (or equivalent private-sector experience).
