DISPATCH SUPERVISOR ($4,000 Hiring Incentive)
This position is open to Internal ADOT employees only.
Job Location: TRAFFIC OPERATION CONTROL 2302 W. Durango Street Phoenix AZ 85009 Posting Details: Salary: $56,329.00 to $66,329.00 Anticipated Salary:$61,329.00 $4,000 hiring incentive Grade: 21 Closing Date: January 14, 2026 Job Summary: The Traffic Operations Center (TOC) Dispatch Supervisor supervises the performance of a team of dispatchers while performing highly technical work in the TOC. This position is responsible for receiving, coordinating and disseminating critical information to the public from various sources related to emergency and non-emergency traffic management functions, including emergency notification from any and all First Responders.
Takes the lead and assesses situations using independent judgment; oversees the dispatching of mobile response units utilizing a two-way radio & CAD based notification system. Oversees the creation of the Dynamic Message Signs (DMS) for traveler information.

Job Duties: Supervises a Shift of TOC Dispatchers, monitoring routine incidents and taking the lead on major incidents.
Coordinates the shift transportation incident management effort in assisting DPS, local police and other emergency response agencies.
Oversee the dispatch function for the Incident Response Unit (IRU) and ADOT rural response and other field personnel.
Monitors CCTV cameras, DMS, Wrong-Way-Driver system, Flex Lanes, dust detection, scanners, law enforcement, electronic sensors, I-10 deck park tunnel TMS, and truck escape ramp monitors.
Responsible for scheduling work days for the shifts, creating a shift schedule for the TOC Dispatch Manager, maintaining adequate coverage/staffing of all dispatchers shift(s). The supervisor is responsible for providing on-call coverage on any shift, at any time.
Meets with dispatchers regarding their annual evaluations, evaluates dispatchers on their daily work, grants/approves leave requests and timesheets, schedules training and conducts 1:1 coaching.
Responsible for completing quality control checks across a variety of operational programs ensuring key performance indexes are achieved. Other duties as assigned as related to the position.
Knowledge, Skills & Abilities (KSAs): Knowledge of:
State transportation system
State geography
ADOT Emergency response and incident management
ADOT policies and procedures
State and Federal transportation guidelines
TIM mobile dispatching units
Disciplinary and corrective actions
CCTV and traffic monitoring
Skill in:
Shift scheduling, operating multiple computer applications
Proficient in typing and Incident report writing
Coaching and mentoring
Delegate tasks appropriately
Recognizing/analyzing emergency operational/situations
Conflict resolution
Ability to:
Multi-task stressful traffic related incidents/events
Problem solving
Work various schedules (including weekends and holidays) and change shifts as necessary
Provide on-call response coverage
Selective Preference(s): This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11)
Radio dispatching and emergency incident processing, experience with Google and Windows applications.
Familiarity with Arizona roadways. Dispatch, law enforcement and/or emergency background.
High school diploma/GED.
Pre-Employment Requirements: Valid Arizona Drivers license
Ability to obtain Terminal Operator Certification Level D (TOC D) within six weeks of hire.
