Brief Job Description:

Performs complex (journey-level) data analysis, data research, database management, and application development assignments for the Medicaid Data Management (MDM) team in Medicaid CHIP Data Analytics (MCDA) in the Office of Data, Analytics, and Performance (DAP) to detect data trends and anomalies, optimize health outcomes, and provide MCS and HHSC executive management with data-informed decision-making information. Responsibilities include detailed data set analysis, data needs assessment, acquisition, cleaning, standardization, extraction, transformation, loading, designing, coding, testing, implementing, and maintaining computer applications to automate routine tasks, and mentoring MCDA team members. May supervise the work of others as the Team Lead. Works under minimal supervision with considerable latitude for initiative and independent judgment.

Essential Job Functions (EJFs):

EJF 1:

Consults and coordinates with MCDA, DAP and MCS staff to identify potential areas for increased efficiencies through automation. Designs, develops, codes, tests, implements, and maintains computer applications and documentation to implement those efficiencies (40%).

EJF 2:

Consults and coordinates with MCDA, DAP and MCS staff to identify business needs related to Medicaid, CHIP and reference data in various HHS and other systems and transforms research and reporting requirements into DA/DAP data systems. Acquires, extracts, cleans, transforms and loads required datasets into DA/DAP database systems. Mentors DA staff in the use of data systems (40%).

EJF 3:

Prepares and reviews a variety of written, oral, and graphical deliverables containing analyses of MCS and other relevant data (15%). May supervise and direct the work of others (5%).

Knowledge, Skills and Abilities (KSAs):

Principles, practices, and techniques of computer databases, programming, and systems design.

Computer operations, systems, and procedures.

Project control and cost estimating techniques.

Computer programming languages.

Data processing flowcharting techniques.

Current database technologies.

Initial Screening Criteria:

Graduation from an accredited four‑year college or university with major coursework in computer science, computer information systems, management information systems, or a related field. Experience may be substituted for education on a year‑for‑year basis.

Experience in writing SQL or PL/SQL code.

Experience in using Excel.

Experience in using selected software such as Snowflake, Oracle SQL Developer, Cognos, Tableau, Oracle Reports, ArcGIS, Python, or Business Intelligence tools.

Experience in data extraction and report layout and design.

Experience in writing executive level reports – including white papers, graphical representation of data, synthesizing the data, interpretation of the data.
