Description of Work The purpose of this position is to advise program staff on proper procurement methods, provide technical assistance in drafting procurement and contract documents, and conduct intensive reviews to ensure contracts are justifiable, performance‑based, compliant with state procurement rules, statutes and procedures, and contain adequate and accurate performance measures, scopes of work, and budgets.
Key Responsibilities
Develop, review, critique, and execute performance‑based contracts and procurements in accordance with state, federal, departmental, and divisional rules, regulations, laws, policies, directives, and mandates.
Ensure all required contract reviews and approvals are in place prior to contract execution.
Ensure contracts are executed on time and organize work to meet specific timelines.
Provide technical advice and training to DMH staff on contracting and procurement requirements, processes, and procedures, including use of the NC DHHS online contracting system: DHHS Open Window.
Develop, update, and present formal contracts and procurement training to DMH staff.
Enter non‑governmental financial assistance contracts in the EBS system.
Encumber contracts in eProcurement system when needed.
Review and submit monthly Financial Status Reports to the Controller’s office for payment when needed.
Knowledge, Skills and Abilities / Management Preferences
Knowledge of contracting principles and processes.
Accuracy and attention to detail in work products.
Time management and prioritizing skills.
Proficiency with the Microsoft Office suite (Word, Excel, Outlook, PowerPoint).
Compensation and Benefits Salary Range: $50,633 - $88,607 Recruitment Range: $50,633 - $72,065
