Responsibilities

Job Purpose: Plan, design, direct, integrate, coordinate, and improve services that fulfill the mission, sustain the philosophy, and achieve the objectives of USA Health. Maintain comprehensive knowledge of health system and affiliate activities and communicate to the USA Health Senior Leadership. Perform site-specific administrative duties at the direction of the USA Health Chief Executive Officer. Job Functions: 1. Provide hands-on executive oversight for USA Health's rural affiliates’ finance and accounting divisions and lead the financial strategic positioning for the hospitals. 2. Play a critical role in elevating the rural affiliate hospitals to a new level of performance, driving key improvements in operations, ensuring fiscal responsibility, enabling intentional growth, and playing a key role in positioning the hospitals for long-term success. 3. High performance-oriented leader, with a demonstrated track record for connecting individuals to a common set of goals and fostering a team-oriented environment that values individual and group accountability. 4. Build trusting and collaborative relationships with all key constituents. 5. Establish a reputation as an engaged, highly visible, knowledgeable, and credible financial leader who understands the big picture, and is directly engaged in supporting the vision, operations, and financial performance of the entire enterprise. 6. Reports directly to the Chief Executive Officer with a dotted line to the University Vice President of Finance & Administration of the University of South Alabama. 7. Effectively and efficiently coordinate all departments within the hospitals’ finance divisions to include Accounting, Purchasing/Materials Management, HIM/Medical Records, Reimbursement, Managed Care Contracting, Patient Accounting, Patient Access, and Revenue Cycle (to include Outsourced Billing). 8. Strategic systems-thinker and team player with a proven track record for executing financial strategies, excelling in financial and health system operations, including revenue cycle and cost management, strategically positioning organizations for long-term success, enhancing physician relationships and partnering opportunities, and negotiating other key relationships that take advantage of market opportunities. 9. Work collaboratively with others in advancing initiatives and work effectively within the various communities and health systems. 10. Serve as a trusted and valued business partner to his/her colleagues and provide support for metric-driven operational and strategic decision-making through enhanced analytics and external performance benchmarking. 11. Continue the organizations’ pursuits of a culture of financial management and prudence and create a positive sense of urgency by developing internal controls and budgets, enhanced financial analysis, and ensure that all leaders are equipped with accurate and actionable financial reporting, ongoing education, and strategic support. 12. Cultivate a collaborative working relationship with the USA Finance & Accounting Team and an in-depth understanding of how USA Health fits into the overall USA system. 13. Establish a reputation as a genuine, high-integrity, strategic-minded, hands-on financial leader supporting and driving improved performance and innovative growth; lead by example and quickly become an impactful leader for the organization. 14. Spend time getting to know the finance & accounting team. Assess organizational structure, skills, expertise, and processes to ensure that each team member can perform to the best of his/her ability and meet the hospital's needs. Foster an environment of ongoing education, adherence to best practices, and continuous alignment of each hospital's priorities and goals. 15. Continually evaluate and enrich decision support capabilities to consistently meet the changing informational needs of leadership. Ensure the provision of substantive reports and drill-down analytics on revenues and costs to support operational and strategic decision making. Assess and improve the budgeting process to incorporate volume flexing and lead the development of a long-term financial plan to support sustainability and to proactively address capital needs. 16. Assess revenue cycle performance and enhance billing and collection processes in both acute and ambulatory settings, including professional fee billing and collections, cancer center infusion and specialty pharmacy billing, and all physician enterprise revenue cycle opportunities. Build cash reserves as needed. 17. Drive a culture of metric-driven operational and financial improvement through the enhanced use of performance targets, external benchmarks, and timely reporting. 18. Provide leadership in positioning the organization for short- and long-term success. Provide strategic leadership and collaborate with the Health System Executive Team on the identification of growth opportunities, service portfolio management, partnership opportunities, etc. Be a strategic voice and lead all financial due diligence to support effective decision making for maximum return on investment of opportunities and establish priorities for the organization. 19. Regularly assess current payor contracts and ensure hospitals are being consistently paid in accordance with agreed-upon rates. Develop relationships with key payors, as well as the Alabama Hospital Association, to ensure appropriate contracted rates, and evaluate future payment models as appropriate. 20. Evaluate 340B program to ensure the organization is maximizing its appropriate savings. 21. Assess financial performance and opportunities to improve the performance and strategic impact of the employed physician enterprise. 22. Partner with hospitals’ physician leaders and other key clinical and administrative leaders to drive improvements in case management and overall utilization management. 23. Develop relationships with physicians; build trusting partnerships, and collaborate with physicians on performance and growth opportunities. 24. Evaluate opportunities to further enhance each hospital’s EHR and optimize its capabilities. 25. Work with outside auditing firms to complete the annual audit, cost report, and other necessary federal and state reporting submissions.

Qualifications

Bachleor's degree in administration, accounting or finance accredited institution as approved and accepted by the University of South Alabama, ten years progressively responsible healthcare, financial management and/or accounting experience, preferably in a multi-hospital system. Master's degree and/or CPA is preferred. Health system experience is preferred.
