The City of Hillsboro is seeking an experienced Human Resources Information Systems (HRIS) Program Manager to lead the HRIS function within the Human Resources Department. This strategic and collaborative role is responsible for overseeing system enhancements, optimizing workflows, ensuring data integrity, and supervising HRIS staff. The Program Manager will cultivate strong partnerships with HR, Payroll, Information Services, and external vendors to support accurate payroll processing, drive continuous improvement in compensation workflows, and maintain effective software systems across the HR and Risk Management divisions.

With a deep understanding of how human resource data flows through and impacts broader business operations, the Program Manager will serve as a technical visionary who analyzes, refines, and enhances data structures and integrations. They will ensure the accuracy and reliability of HR data across the City's ERP system and related platforms, supporting informed decision making and operational excellence. Primary Duties & Responsibilities Oversee daily HRIS operations, including staff supervision, system oversight, and data integrity initiatives. Serve as a liaison between Human Resources and Information Services to resolve technical issues and identify process improvement opportunities. Serve as a liaison between Human Resources and Payroll to identify process improvement opportunities. Ensure HRIS services comply with labor agreements, classification and compensation guidelines, and federal and state statutes, rules and regulations. Evaluate and enhance HRIS, payroll and compensation processes to improve accuracy, compliance, and operational efficiency. Provide strategic and technical support to HR and Risk Management divisions, optimizing their software systems and data workflows. Develop, recommend, and assist in implementing HRIS policies, procedures, and internal controls to support data integrity and system reliability. Assess system utilization and recommend enhancements to streamline business processes and improve user experience. Lead and participate in HRIS projects, offering subject matter expertise during system upgrades, implementations, and feature rollouts. Manage system interfaces, and ensure accurate, secure data exchange across platforms. Maintain and audit HRIS systems and data to align with departmental goals and City Council priorities. Design and implement automated tools to minimize data inconsistencies, improve reporting accuracy, and enhance data reliability. Act as data steward, overseeing confidentiality, integrity, availability, account management, and access controls. Collaborate with internal teams and external vendors to support cross-functional initiatives. Analyze HR data structures and develop automated reports to meet complex business needs. Monitor HRIS technology trends and apply best practices to inform strategic improvements. Create training resources and support end users in effective system utilization. Perform other duties as assigned to support departmental objectives and organizational priorities. Current / Upcoming Projects

Expert in HRIS data management, reporting, and workflow optimization. Strategic thinker with a holistic view of organizational impact. Strong project management and leadership experience. Detail oriented with a commitment to data accuracy and benefits and compensation integrity. Strong understanding of HR functions, policies, procedures, and compliance processes to ensure the HRIS data meets the City's needs and goals. Effective communicator with sound judgement and interpersonal skills. Skilled in simplifying complex data structures for diverse audiences. Bachelor's degree in Human Resources, Information Systems, Business Administration, or a related field with 5 years of related experience, including 3 years of supervisory program management experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Work Schedule
