Performs technical and professional work involving the implementation, support, design and development of computerized systems within the Lynchburg Police Department, by performing the following duties. Essential Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned. Participates in the installation, configuration, implementation, operation, maintenance and support of purchased software packages Analyzes client departmental procedures and/or problem areas and takes part in feasibility studies for the potential application of information systems Creates system and user documentation Trains users with regard to the proper use of their software solutions Works with software vendors Develops, documents and maintains procedures for the efficient operation of application software Meets with user representatives and discusses operational problems/developments and related existing or potential computerized applications Works with users to design processes to satisfy their business needs The ideal candidate would also have entry-level experience in developing applications. The department is also open to candidates who aspire to learn this role.

Designs moderately complex programming solutions to satisfy customer needs Understanding of software development in one or more enterprise-level languages such as C#, Java, Python, etc. Tests new code for compliance with the design Codes moderately complex new solutions and modifies existing solutions in accordance with design requirements ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:

Education and/or Experience Associate's degree with major work in computer science, business management information systems or related field. Experience in implementation, support, and maintenance of enterprise systems or equivalent combination of education and experience. Additional Requirements

Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position. OTHER QUALIFICATIONS:

Technical Skills Experience in supporting enterprise level software, such as records management, reporting, time and attendance systems, SQL query language or Microsoft SQL Server is preferred.

Ideally the candidate would possess the following skills or aspire to learn the following:

.NET Core languages (Visual Basic, C#). Specific experience with ASP.NET Core (MVC and Blazor) a plus, as well as Basic experience with Git version control.

Language Skills Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public. Mathematical Skills Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical solutions. Reasoning Ability Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Interpersonal Skills Solid interpersonal and conflict resolution skills to support users and business processes for all City Departments. Conflict resolution skills for working with client users and operational staff.
