Position Overview/Duties
The Program Manager (GS-15), Chief of the Programs Support Division, Pacific Ocean Division (POD), serves as a senior executive leader overseeing the District Support Team (DST) function to ensure projects are executed on time, within budget, and to the highest quality standards. This role requires strategic oversight, interagency coordination, international engagement, and executive-level decision-making in support of Civil Works, Military, International and Interagency Services (IIS), Humanitarian Assistance (HA), Security Cooperation, and Defense Environmental Restoration Programs (DERP) across the entire Pacific region.
The incumbent leads regional project support operations, coordinates with multiple stakeholders, including HQUSACE, PACOM, USARPAC, foreign governments, and federal agencies, and serves as a key advisor to the Director of Programs and senior leadership. This position requires expert knowledge of program and project management principles, federal acquisition strategies, military engineering operations, and complex intergovernmental collaboration.
Strategic Program Leadership (25%)
Serves as Chief of the Programs Support Division, leading District Support Teams (DST) to ensure successful execution of Civil Works, Military, Host Nation, International and Interagency Services (IIS), Defense Environmental Restoration Programs (DERP), Humanitarian Assistance (HA), and Security Cooperation projects. Develops long-range strategic plans, goals, and objectives for the Pacific Ocean Division (POD) in coordination with the Director of Programs and other Division leaders. Advises on program priorities, resolves complex project challenges, and champions continuous improvement in regional business processes.
Regional Program Management and Stakeholder Engagement (25%)
Oversees DST operations across a vast geographical area including Alaska, Hawaii, Guam, Japan, Korea, and other PACOM locations, ensuring alignment with Department of the Army commitments to Congress, DoD, foreign governments, and other agencies. Represents POD at high-level meetings with Congress, HQUSACE, Major Military Commands, foreign governments, USAID, NGOs, and industry partners. Builds strong relationships with customers and stakeholders to ensure responsive, high-quality support for district mission execution.
Policy Implementation and Program Oversight (25%)
Serves as the focal point for Project Management Business Process (PMBP) implementation within POD, ensuring standardized project delivery practices across districts. Manages the Division’s Program Review Board (PgRB), driving resolution of project cost, schedule, and policy issues requiring senior-level attention. Coordinates with HQUSACE and Washington-level RIT teams to expedite decisions supporting district operations and mission success.
Executive Leadership and Workforce Management (25%)
Directs a diverse staff of managers, engineers, scientists, and administrative personnel in a matrix management environment. Allocates resources, sets priorities, evaluates performance, and provides training and developmental opportunities for employees. Promotes an inclusive work environment that supports Equal Employment Opportunity (EEO), employee engagement, and career growth. Exercises independent decision-making on program structure, resource requirements, and operational efficiency initiatives to maximize effectiveness while reducing costs.

Minimum Education Requirement : Bachelor’s degree (required) in Engineering, Architecture, Construction Management, Business Administration, Public Administration, or a related field.
Minimum Experience Requirement:
At least one year of specialized experience equivalent to the GS-14 level in federal service

Overseas positions may have a tour limitation. You must be able to satisfy the requirements of the 26 JUL 12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights. You must complete and sign DD Form 2365, FEB 2000 (DoD Civilian Employee Overseas Emergency-Essential Position Agreement).
