Position Overview/Duties
Serves as Lead Management Analyst and Manpower Officer for the Pacific Ocean Division (POD) and four subordinate Districts of the U.S. Army Corps of Engineers (USACE). Provides expert staff assistance, advice, and direction over management analysis programs across the region. Acts as senior advisor to the Commander, Senior Executive Service leaders, District Commanders, Program Managers, and functional chiefs on regional management issues, ensuring effective and efficient execution of mission objectives.
1. Leadership and Program Oversight (25%)
Leads and provides expert technical guidance to HQPOD and Regional District Management Offices on management and manpower programs. Reviews, analyzes, and ensures the accuracy, compliance, and consistency of regional manpower submissions and management reports. Makes site visits to districts to evaluate the effectiveness of manpower and risk management programs, recommending and implementing improvements. Interprets directives and regulations from higher authorities and develops implementing policies for regional application. Oversees contractor-accomplished management studies, ensuring adequacy and alignment with POD objectives.
2. Manpower Program Management (25%)
Serves as senior analyst for manpower management, providing advice, development, analysis, planning, programming, utilization monitoring, and reporting. Develops recommendations to senior management on laws, policies, and staffing criteria affecting manpower, organization, missions, and functions. Oversees manpower allocations across HQPOD and Districts, preparing future requirements and aligning needs with available resources. Monitors manpower utilization using payroll and workforce data to evaluate systems, develop statistical trends, and recommend staffing adjustments.
3. Analytical Studies and Performance Measurement (25%)
Conducts complex, comprehensive management studies and reviews, developing analytical techniques and metrics to measure program performance. Analyzes statistical data, prepares charts and reports to appraise performance, identify trends, and recommend solutions to organizational challenges. Coordinates and consolidates program reviews across Districts, providing executive-level summaries and recommendations to senior leadership. Provides guidance on performance measurement and comparative analysis for operating programs across the region.
4. Inspection, Compliance, and Advisory Functions (25%)
Coordinates and leads manpower inspections and conferences, preparing reports and composite command responses. Maintains close coordination with higher authority officials to ensure compliance with laws, regulations, and directives. Advises on probable reactions of higher authorities to proposed actions and recommends appropriate courses of action to leadership. Represents POD in meetings, workshops, and conferences related to management analysis and manpower planning.

Minimum Education Requirement: A Bachelor’s
degree in Management, Public Administration, Business Administration, or a related field that meets OPM Qualification Standards for the GS-0343 series.
Minimum Experience Requirement:
Currently holding a GS-13.
