Position Overview/Duties
Works under the direction of the Chief, Programs and Project Management Division (DPM), Hawaii District, U.S. Army Corps of Engineers (USACE).
Administers programs within the framework of federal and state laws, executive orders, agency regulations, technical regulations, budget constraints and general policy guidelines set forth by the Deputy District Engineer or District Engineer/Commander (DE). Exercises responsibility for accomplishing the district's mission, consulting, and advising leaders on matters of major importance such as broad policy matters and special problem areas having significant impact on the accomplishment of the district mission. Accomplishes program and project management and oversight of professional engineering assignments independently and primarily on personal initiative and ability. Performance is appraised in terms of attainment of general program and policy directives.
Incumbent serves as Chief, Civil and Public Works Branch. Management responsibilities involve projects requiring substantial technical effort by functional elements including engineering, construction, operations and real estate; as well as substantial product delivery support from support organizations such as Contracting, Resource Management, Safety, Value Engineering, Counsel, Logistics, and PAO. Serves as the senior congressional liaison.
Works closely with the DPM, regional district leadership teams, to provide continuity of corporate leadership in assessing district mission and work requirements and in developing corporate plans, goals, and objectives. Confers with corporate managers to establish broad mission requirements and objectives, plan for accomplishment, review status and progress, provide management guidance and direction, and provide advice and/or decision on policy matters. Ensures the establishment of corporate goals on schedule, cost, scopes, and budget in Project Management Plans (PMP) in coordination with functional elements. Provides overall continuity in corporate leadership to ensure commitments to and from customers/partners are met and project execution achieved. Implements controls to assure charges to projects reflect commitments to customers and partners on cost, quality, and schedules.
As Chief of the Civil and Public Works Branch, provides continuity of corporate leadership and interfaces with regional district leadership teams, potential customers and sponsors, represents the district commander at meetings, briefings, conferences, hearings, etc. with officials of other Federal agencies, state, county, and local authorities, and the public on matters relating to district capabilities on proposed and approved projects as required. Makes district commitments and speaks with the authority of the DPM in furnishing responses, solutions, and commitments to district capabilities. Serves as the responsible district spokesperson between the region, district, and project sponsors and customers when the DPM is not available. Ensures that commitments to and from potential sponsors are met. Resolves controversies among district elements, regional, and other USACE offices, Federal agencies and non-Federal sponsors.
As the Chief of the Civil and Public Works Branch, directs, manages, and coordinates the broad Honolulu Engineer District's (HED) Civil Works (CW) and Interagency and International Services (IIS) programs and projects. Includes the design, construction, and in the case of certain civil works projects, the operations and maintenance of facilities. Serves as the functional program advisor to the DE and DPM on CW and IIS activities. Projects may have high public and political sensitivity since they are planned and built in the public sector and are subject to full public and environmental disclosure. CW projects require Congressional appropriations and local cost sharing participation and provide water resources improvements, as authorized or delegated by Congress such as for navigation, flood control, shore protection, and environmental restoration. Projects under the IIS program provide improvements for non-Department of Defense Federal agencies and State/Territorial and local agencies under inter-agency agreements and reimbursable funding. The Chief is responsible for the execution of projects and their life cycle management from reconnaissance to operations. Provides the leadership in establishing and maintaining effective management processes leading to the successful integration of project management in concert with engineering, construction, and financial management. Broad range knowledge is required to ascertain practical and logical solutions amidst multiple and complex socio-political, technical, budgetary, environmental, economic requirements.

Minimum Experience Requirement:
