Position Overview/Duties
The Program Manager (GS-0340-14) serves as the Deputy Chief of the Programs, Planning, and Project Management Division (PPPMD) for the Albuquerque District, U.S. Army Corps of Engineers. This is a key executive leadership position responsible for supporting and representing the Division Chief in managing a diverse, multi-state portfolio of Civil Works, Military Construction, Environmental, Tribal Nations, and Interagency & International Support (IIS) programs. The Deputy ensures program consistency, continuity, and successful execution across planning, design, construction, and operational lifecycles.
This position oversees and guides project delivery throughout New Mexico, southern Colorado, and parts of west Texas. Projects are geographically and technically complex—ranging from flood risk management and ecosystem restoration to military facilities, hazardous waste remediation, border security infrastructure, and support to tribal communities across USACE.
As a senior executive advisor and full deputy, the Program Manager ensures performance excellence, customer satisfaction, and cross-functional coordination across engineering, construction, environmental, contracting, real estate, and legal elements within the District and with higher headquarters.
Executive Leadership and Program Management (70%)
Serve as the full Deputy to the Division Chief, PPPMD, with delegated authority to supervise daily operations and make executive-level decisions impacting District programs and policies. Directly manage a staff of 75–85 multidisciplinary professionals including engineers, scientists, program analysts, and administrative personnel. Provides overarching program direction across all District missions, including Civil Works, MILCON, IIS, Environmental, and Tribal Nations programs. Ensure integration and execution of the USACE Project Delivery Business Process (PDBP) through the Program Controls Office, using predictive analytics and performance metrics for schedule, budget, quality, and resource alignment. Represent the District in interactions with senior officials from federal, state, tribal, and local governments as well as external sponsors and stakeholders. Lead prioritization, integration, and resource allocation for successful project execution using tools such as the District Program Integration Forum, Program Review Board, and Corporate Board. Oversee quality management, cKPI performance tracking, risk management, and program controls.
Strategic Planning and Budget Development (15%)
Serve as the Chief’s delegate in developing the District’s long-range Ten-Year Civil Works Plan and annual program budgets. Forecast and prioritize mission requirements for Military, Environmental, IIS, and Tribal programs. Review and interpret national policies and directives; estimate income and cost projections; and recommend resource allocations to the District Engineer.
Personnel and Organizational Management (15%)
Share in all facets of personnel management, including selection, performance reviews, disciplinary actions, training, and career development. Establish organizational structure, assign duties, and monitor performance across subordinate branches to ensure alignment with District goals. Promote a healthy, inclusive workplace through the implementation of Equal Employment Opportunity (EEO), affirmative action, and professional development programs. Serve as the approving official for leave, awards, and administrative actions; resolve grievances and manage team workload to meet mission demands.

This position is a temporary 3-year reassignment, with the possibility of extension to 5 years or conversion to a permanent role.
This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). Current, permanent USACE employees with non-competitive eligibility to be placed in this position are eligible to apply. This program may only be utilized for non-competitive placements, including voluntary reassignments, promotions not-to-exceed 120 days, voluntary changes to lower grade, details, and deployment opportunities. Employees interested in permanent or temporary promotions of longer than 120 days must apply through USAJOBS, or other approved merit procedures or hiring authorities. Minimum Education Requirement:
A degree is not required for this occupational series; however, applicants must demonstrate the ability to perform program or project management work at the GS-14 level and currently be holding a GS-14.
Minimum Experience Requirement:
This typically includes formal education and/or experience in business administration, public administration, engineering, project management, or related fields.
