Position Overview/Duties

The incumbent serves as Chief of the Military and Support for Others (SFO) Project Management Branch. This position provides senior-level leadership and oversight of the Albuquerque District’s complex and diverse Military Construction (MILCON) and Interagency and International Services (IIS) programs. These programs include large-scale, highly technical, and politically sensitive projects supporting the U.S. Army, U.S. Air Force, German Air Force, and federal agencies such as DOE, EPA, HUD, FAA, FEMA, INS, BIA, and more.

Project work spans across New Mexico, Arizona, Texas, California, and Colorado and includes a range of mission areas such as military housing, medical and research facilities, infrastructure modernization, environmental remediation, and public infrastructure projects.

Program Management (50%)

Leads and manages teams of Program and Project Managers (PMs) overseeing highly visible and complex projects. Ensures successful delivery of projects by managing cost, schedule, scope, quality, and customer satisfaction. Reviews and approves Project Management Plans (PMPs), budgets, and schedules to ensure regulatory compliance and alignment with customer agreements. Resolves high-level programmatic and technical issues and provides senior executive sponsorship for PMs within the branch. Coordinates with other District Divisions (Engineering, Construction, Contracting, Real Estate, etc.) and external partners (e.g., Los Angeles and Sacramento Districts).

Program Liaison and Customer Interface (25%)

Serves as primary liaison with MACOMs/MAJCOMs, federal agencies, congressional representatives, tribal and foreign entities, and other stakeholders. Communicates program status and resolves issues related to funding, regulatory concerns, and customer expectations. Represents the District in briefings, conferences, and public forums, and speaks with delegated authority from the Division Chief.

Administrative Supervision (25%)

Plans and organizes branch staffing, workload assignments, and resource allocation. Executes all supervisory responsibilities, including recruitment, performance management, training, and resolution of personnel issues. Ensures compliance with Equal Employment Opportunity and affirmative action standards and promotes a positive, inclusive work environment.

This job opportunity is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY.

This position is a temporary 3-year reassignment, with the possibility of extension to 5 years or conversion to a permanent role.

This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). Current, permanent USACE employees with non-competitive eligibility to be placed in this position are eligible to apply. This Program may only be utilized for non-competitive placements, including voluntary reassignments, promotions not-to-exceed 120 days, voluntary changes to lower grades, details, and deployment opportunities. Employees interested in permanent or temporary promotions of longer than 120 days must apply through USAJOBS, or other approved merit procedures or hiring authorities. Temporary or term employees and Department of Army Fellows assigned to USACE will not be considered for positions or assignments through VIOP.

Minimum Experience Requirement:

Must already hold a GS-14 for a year or except change to a lower grade.

This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time. You must be able to obtain and maintain a SECRET security clearance. The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering into duty in this position and annually thereafter. This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget). Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
