Position Summary:
Applied Training Solutions, LLC is seeking a qualified Mutual Aid Unit Leader to manage and coordinate mutual aid resources acquired under the Statewide Mutual Aid Agreement (SMAA), the Emergency Management Assistance Compact (EMAC), and Direct Federal Assistance Declarations. This role ensures proper coordination and documentation of incoming and outgoing mutual aid support during emergency incidents.
Key Responsibilities:
Manage mutual aid resources obtained through SMAA, EMAC, and federal assistance programs
Coordinate with requesting and providing jurisdictions to fulfill mission requirements
Ensure accurate documentation of mutual aid missions, including resource tracking and financial records
Work with EMAC and NEMA processes to request or offer support across state lines
Oversee deployment, sustainment, and demobilization of mutual aid resources
Serve as the primary liaison for mutual aid resource coordination with local, state, and federal partners
Ensure mutual aid agreements and contracts are properly executed and filed
Support after-action reviews and audits related to mutual aid resource use
Maintain awareness of mutual aid readiness, including resource typing and availability
Basic Qualifications:
3+ years of experience in mutual aid coordination or emergency resource management
Experience with mutual aid contracts, preferably at the state level
A-Team qualified through the National Emergency Management Association (NEMA)
Familiarity with SMAA, EMAC, and Direct Federal Assistance processes
Strong organizational, coordination, and documentation skills
Must be a U.S. citizen
Preferred Qualifications:
Experience working in a State EOC or federal coordination role
Knowledge of ICS and NIMS frameworks related to mutual aid
Experience with WebEOC, EMAC Online, or other resource tracking tools
Strong interpersonal skills for working with multi-agency partners
Other Requirements:
U.S. Citizenship Required: Yes
Performance Location: On-site while on assignment (location TBD)
Relocation Assistance: Not applicable
Clearance Required: None
Travel Required: Yes - up to 100% while on assignment
Working Environment:
The work environment may include field, EOC, or office settings depending on assignment. Extended work hours beyond 12 hours per day may be required. Travel includes locations throughout the continental United States and its territories. The role requires coordination with multiple levels of government and emergency management partners.
