Salary Range:

Summary of Position:
The City of Baltimore is seeking a Deputy Chief for the Bureau of Treasury Management. The Deputy, in conjunction with the Bureau Chief, oversees the operation of the Bureau. The Deputy will be directly responsible for the Debt Management, Investments, Cash Management, and Banking Services. Essential Functions:
This is a hands-on position. The candidate will need to be able to organize and multitask; maintain effective working relationships with staff and other City employees; and communicate effectively with staff, management and elected officials. In addition, the candidate will need to ensure compliance with laws, manage training for the Bureau and work to update policies and procedures. Education and Experience Requirements:
Eligible candidates are expected to have a Bachelor's degree in Business, Finance, Accounting, Economics, Public Administration or a closely related field from an accredited 4-year institution. Five (5) years of experience in fiscal administration, accounting or financial analysis, three (3) years of investment portfolio management, three (3) years of debt issuance/debt servicing, three (3) years of supervisory experience that includes hiring, firing, evaluating and promoting of others. A Master's degree in Business, Finance, or closely related field may be substituted for one year of required experience. Knowledge, Skills and Abilities:
The successful candidate will have demonstrated the following: Knowledgeable in all forms of debt issuance to include general obligation and enterprise fund debt Knowledgeable of swap derivatives Knowledgeable of trading short- and long-term securities Ability to support process improvement and information technology changes/updates utilizing intermediate to advance Microsoft suite proficiency Flexibility with changing work demands Strong analytical and problem-solving skills Willingness and ability to work extended hours when needed Additional Information:
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed. All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
