Job DescriptionThis position is in the Bureau of Working Families (BWF), which administers a variety of programs toassist low-income individuals and families move towards self-sufficiency.These programs include Temporary Assistance for Needy Families (TANF), CARES Worker Web (CWW),Wisconsin Works (W-2), Job Access Loans, Emergency Assistance, programs to serve the refugeepopulations, Community Services Block Grants, and the Skills Enhancement Grant.Under the general direction of the Section Manager of the Bureau of Working Families (BWF) TANFAutomation Section, this position is responsible for defining and implementing the business processchanges that must be made to the CWW, W-2 and related programs information systems in relationshipto changes in program policies and procedures, federal reporting, financial reporting, programmonitoring, contracts, and audits. The position is also responsible for writing operation memoranda toexplain to agency workers what is changing, how the associated new functionality will work and how theworker should enter information.The Information Systems Business Automation Specialist for the CWW, W-2 and related programs isresponsible for identifying and creating system business requirements for system changes neededbecause of new federal law and regulations, state law or administrative rules as well as W-2 and relatedprograms policies. The changes will need to be incorporated into the major information systems thatsupport W-2 and related programs, including:•Client Assistance for Reemployment and Economic Support (CARES)•CARES Worker Web (CWW)•Wisconsin Work Programs (WWP)•ACCESS•MyACCESS and•New systems needed to carry out program functions.This position manages all aspects of major comprehensive information technology projects for CWW, W-2 and related programs on behalf of the Employment Program Business Area (EPBA). This includesensuring that all phases of the software development life cycle are completed according to the needs ofthe business area, and all other project management responsibilities including documenting decisionmaking, briefing bureau, division, and department management on the status of projects, resolvingconflicts between project partners, communicating with stakeholders on complex topics, and post-implementation tasks.As a program area liaison, this position works on projects with other bureaus within the Division, otherDivision's including the Division of Early Care and Education (childcare), the Division of ManagementServices (planning and budget), as well as the Secretary's Office. The position also works extensivelywith other Departments, such as the Department of Health Services (DHS) and its technical staff toensure coordination of its programs/initiatives with BWF. Incumbents in this position must use theirknowledge and experience to assist the Section's employees and other experienced Program and PolicyAnalysts in their day-to-day duties.List any special qualifications & years of experience: (List any specific skills, software, orrequirements the position will require. Local candidates preferred. This position is currently remote. However, position status is subject to change. (90% remote 10% onsite as needed) Onsite work is not likely, but candidate should be prepared to come onsite if required. Part time (25 hours per week) can be flexible with 5 hours per day or 3 full days per week, etc.
