PRIMARY PURPOSE:
Coordinate the district testing program and facilities to meet student needs to ensure integrity of the state and local testing programs and the vision of the district. Serve as the district liaison with the state for the testing program and compliance of the emergent bilingual/dual language program. Coordinate accountability and compliance of testing programs including all required testing of the EB/Dual language programs
QUALIFICATIONS:
Education/Certification: Master's degree Valid Texas teaching certificate
Special Knowledge/Skills: Ability to organize and coordinate districtwide program Knowledge of requirements of state mandated testing for all populations Knowledge of ESL, EB, Dual Language documentation requirements Ability to interpret policy, procedures, and data Strong organizational, communication, and interpersonal skills
Experience: Three years experience as a classroom teacher
MAJOR RESPONSIBILITIES AND DUTIES:
1. Testing Coordination
1.1 Coordinate district group testing program, including STAAR, TELPAS, STAAR-ALT, district norm referenced tests, etc.
1.2 Serve as District test coordinator.
1.3 Serve as resource person for and custodian of test materials.
1.4 Interpret and present results of group testing programs to appropriate personnel.
1.5 Compile and present District testing reports and other special research and follow-up reports as requested.
1.6 Serve as a resource person for campus level test coordinators.
2. Program Management
2.1 Systematically monitor the compliance of the special programs such as ESL, EB, Dual Language to meet state and federal requirements.
2.2 Coordinate the district's accountability and compliance systems and file reports as requested by TEA or other state/federal agencies.
3. Policy, Reports, and Law
3.1 Recommend sound policies directed to improving program compliance
3.2 Comply and implement policies established by federal and state law, State Board of Education rule, and local policy.
4. Budget and Inventory
4.1 Compile budgets and cost estimates based on documented program needs.
5. Personnel Management
5.1 Develop and conduct or arrange for staff development sessions, including sessions on test administration practices, requirements for ESL/EB/Dual language documentation and procedures. (LPAC, SIOP, TELPAS, etc.)
6. Communication and Community Support
6.1 Provide resources and materials to support staff in accomplishing program goals.
6.2 Consult with parents, administrators, counselors, teachers, community agencies, and other relevant individuals the district's testing program.
6.3 Plan and conduct parent meetings, including parent advisory committee meetings.
6.4 Articulate the district's mission and goals in testing to community and solicit its support in realizing mission.
6.5 Use appropriate and effective techniques to encourage community and parent involvement.
7. Other
7.1 Perform other duties as assigned.

WORKING CONDITIONS:
Mental Demands/Physical Demands/Environmental Factors: Frequent travel, both districtwide and out of district; occasionally prolonged and irregular hours; mathematics skills to manage applications and budgets; ability to interpret student data; ability to interpret a variety of instructions furnished in written or oral form; computer processing skills.
