POSITION The City of Santa Barbara’s Human Resources Department is seeking an enthusiastic, collaborative, and service-oriented Human Resources Analyst to join our dynamic team. This recruitment may be filled at the I, II, or Senior level depending on qualifications. Human Resources Analyst I: $97,347.90 - $118,326.52 Annually Human Resources Analyst II: $111,380.10 - $135,383.56 Annually Senior Human Resources Analyst: $120,632.20 - $146,629.60 Annually Distinguishing Characteristics Incumbents of this professional series perform increasingly difficult and complex human resources-related analysis tasks, conduct studies, and coordinate projects. The I and II-levels are both at the journey level and the Senior is the advanced-journey level. A distinguishing characteristic between the I and II is a combination of the scope, significance, and independence of the work performed and the level at which they are performing. The Senior-level assumes more complex and specialized assignments, independently acts as the resident expert and responsible for major Human Resources projects, including contract review, analysis and administration, and advanced negotiation skills. Supervise, organize, and review the work of lower-level staff. Select, supervise, train and evaluate staff. Plan, coordinate and organize major studies or projects. Prepare and present reports orally before policy and decision-making bodies. Read, interpret and implement complex legislation and regulations. Design and conduct research projects. Develop and implement policy decisions and accomplish intended results. Resolve conflicts effectively.
EXPERIENCE AND TRAINING GUIDELINES Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education and/or Training: Equivalent to a bachelor’s degree from an accredited college or university with major course work in human resource management, public administration, business administration or a related field. Relevant certifications such as SPHR, SHRM-CP/SHRM-SCP, or IPMA-HR are
highly desirable
. Experience: Human Resources Analyst I:
Two (2) years of professional human resource management experience including some experience in municipal government. Human Resources Analyst II:
Five (5) years of professional human resource management experience including some experience in municipal government. Senior Human Resources Analyst:
Five (5) or more years of professional human resource management experience, including some experience in municipal government. Supervisory experience is highly desirable.
