Human Resources Specialist - Talent Acquisition - Manning - Human Resources Manning House I, Tucson, Arizona, United States of America Job Description Posted Tuesday, April 22, 2025 at 9:00 AM | Expired Tuesday, May 20, 2025 at 8:59 AM Salary: $23.38 - $32.15 per hour, depending on qualifications Schedule: Monday through Friday JOB PURPOSE: The Human Resources Specialist primary responsibility is to recruit and retain top talent, while working collaboratively with employees, management, and leadership. The Human Resources Specialist ensures a fair, equitable and consistent hiring process, complying with Federal, State, and Local laws, in addition to organizational policies, procedures, requirements and processes. The primary goal of the El Rio Health Human Resources Specialist is to support El Rio’s Mission of providing comprehensive, quality health care that is affordable and accessible to all who may have healthcare needs, by successfully performing the primary essential functions. Essential Job Functions: Serves as a point of contact to hiring managers in all areas of recruitment, including but not limited to job postings, testing, applicant management, scheduling interviews, etc. Develops and maintains partnerships with leadership to assist with developing recruiting strategies, ensure clarity and consistency in the hiring process, drive efficiency, and acquire top talent. Manages assigned job requisitions by posting career opportunities, sourcing, and applicant identification, assessment, job offers, and pre-boarding. Ensures applications and potential candidates are processed according to all Federal, State and Local laws. Ensures adherence to all organizational regulations, including Labor Management Agreement, HR Policies and Procedures, and any third-party responsibilities. Understands hiring challenges and offers innovative solutions; develops creative strategies to attract strong candidates. Creates a pipeline of talent, and strive to continually build relationships with candidates, community members, schools, and institutions. Leverages sourcing methodologies to identify and acquire specialized talent across the health care industry, with a keen focus on out-patient community health and support services. Assesses candidates’ qualifications and selects qualified candidates for pre-screening interviews, conducts phone screens and measures candidate against job profile; makes recommendations to hiring managers. Builds rapport with internal and external candidates to deliver a “world class experience” through proactive, recruitment activities, communication, and efficient management of hiring process. Builds relationships with top candidates and establish a pipeline of qualified resources. Coordinates interviews, prepares, and processes paperwork for personnel files and prepares new employees for New Employee Orientation. Provides information on company operations and job opportunities to potential job candidates via phone calls, job postings, social media, career networking, job fairs, and El Rio Community Health Center functions. Coordinates and attends job/career fairs with appropriate staff to generate qualified applicants. Coordinates the application and interview process; documents activity and progress in HRIS management software. Updates and maintains confidential personnel files to document personnel actions and to provide information for payroll and human resources staff. Ability to plan, organize, and facilitate assigned events and projects that support the operations of the Human Resources Department. Coordinates and prepares requisitions or work orders within established limits and procedures; obtains appropriate approvals. Supports employee performance through processing and updating job descriptions and competencies as appropriate. As a team player demonstrate self-initiative by being aware of your work environment so that you can act to assist co-workers and others while maintaining and enhancing a respectful and positive attitude in the work environment. Performs and/or completes all assigned specialized duties, tasks, responsibilities, and assignments supporting Human Resources operations within established time frames; meeting established rates of performance for the quality and quantity of work for the position; demonstrating a high level of technical expertise, quality, efficiency, and accuracy in the employee’s job performance that ensures the highest standards of excellence; Maintains at all times employee and/or patient confidentiality by controlling the environment and information being disclosed to authorized individuals ensuring compliance with all HIPAA and corporate compliance standards, as well as accepted human resources confidentiality standards. Possess and demonstrates the knowledge, understanding, and specialized technical skills to utilize and complete assigned duties, tasks, and responsibilities working with organizational operating systems, programs, and/or business software. Serve as an informational contact point, and subject matter expert, for organizational operating systems, programs, and/or business software in support of employees and internal/external clients or representatives bringing any issues, complaints, problems, or requests to timely and effective resolution. Researches, generates, and provides reports and/or summary information, as assigned or requested, to Human Resources staff or other internal/external clients or representatives through utilization of available reporting programs linked to Human Resources databases, programs, or systems; as well as researching, creating, modifying, and maintaining departmental spreadsheets for effective operational use and reporting. Maintains a clean, safe, and hygienic work environment in compliance with all Policies and Procedures including but not limited to work areas, workstations, examination rooms, hand washing, infection prevention and control etc. for this position. Demonstrates an understanding of and proficiency with the application of all compliance and reporting requirements respective to Joint Commission Certification (JCC) standards. Serves at all times as a positive and effective role model/mentor to co-workers and other employees. Minimum Education and Experience: Associate’s Degree in Business Administration or related field from an accredited college or university. Three (3) years’ experience working in Human Resources with full lifecycle Talent Acquisition. Three (3) years’ experience working with an applicant tracking system platform and HRIS. If applicable, equivalent combination of education and experience may be considered, and must be directly related to the functions and responsibilities of the job. Required Licenses, Certifications, and Registrations: Level I fingerprint clearance card: current valid and in good standing or have applied for it within seven working days after beginning employment . Employees in this position are required to have reliable transportation that can meet any operational reassignments of the organization during the workday. If an employee is driving during work hours, the employee is required to possess a valid driver’s license and must be in compliance with Arizona vehicle insurance requirements. Preferred Education, Experience, Skills, Abilities: Bachelor’s Degree in Business Administration or related field from an accredited college or university. Five (5) years’ experience working within Human Resources including full lifecycle Talent Acquisition, employee relations, benefits, payroll, or a combination of experience in these areas. Ability to interpret and adhere to state and federal laws and regulations relating to employee benefits, administration, regulations, and compliance. Proficiency in Web-based applicant tracking systems. Proficient in Microsoft Excel, Word, and Outlook. Certified Health Care Recruiter (CHRC). Professional in Human Resources Certification(PHR) or; Senior Professional in Human Resources (SPHR) or; SHRM–CP Certified Professional (SHRM-CP) or; SHRM Senior Certified Professional (SHRM-SCP) Bilingual (English/Spanish) with the ability to speak, read and write in both languages.
